Sod and Ground Cover <br />All disturbed areas shall have appropriate ground cover in accordance with Section <br />1007.043(17)(h). This includes the existing driveway turn around being removed. <br />Shoreline Buffer Zone <br />Reshanau Lake is an impaired, recreational development lake and efforts to protect and <br />improve the natural resource should be implemented with any development. A native <br />vegetated shoreline buffer will be required as a stormwater management best <br />management practice (BMP) to minimize runoff pollutants from entering the lake. The <br />buffer will also help stabilize the shoreline, reduce erosion and support aquatic plants and <br />wildlife. An average 20 foot wide but no less than 10 foot minimum wide native <br />vegetated buffer zone extending from the shoreline shall be installed and maintained on <br />both Lot 1 and Lot 2. As recommended by the Planning & Zoning Board, a 20 foot wide <br />access opening to the lake is allowed. A landscape plan with buffer plantings has been <br />submitted. A maintenance plan shall be submitted. <br />Wetlands <br />A Wetland Delineation Report was completed by Jacobson Environmental, PLLC on <br />August 2, 2019. A WCA Notice of Decision approving the wetland delineation was <br />issued by RCWD on September 16, 2019. Three (3) basins were delineated. Basin 1 is <br />0.016 acres and Basin 2 is 0.024 acres. Both are located within the rear yard of Lot 1. <br />Basin 3 is 0.008 acres and is adjacent to the Reshanau Lake shoreline on both Lot 1 and <br />Lot 2. No wetland impacts are proposed. Per RCWD, Rule F is not triggered; therefore, <br />no WMC wetland buffers are required. A drainage and utility easement 10 feet above the <br />delineated wetland is provided. <br />Floodplain <br />The 2015 DFIRM indicates Zone AE floodplain on both Lot 1 and Lot 2. The FEMA <br />base flood elevation (BFE) is 887. Per Sheet 6, CLOMR-F Exhibit, the applicant is <br />proposing 38 cy of floodplain fill and 39 cy of compensatory storage. The applicant has <br />submitted a CLOMR-F application to the City for review to revise the floodplain map. <br />This application shall be submitted to FEMA for approval. A LOMR-F shall be approved <br />by FEMA as well. It should be noted that any future proposed structures such as <br />accessory structures shall meet the floodplain ordinance requirements. <br />Shoreland Management Overlay <br />The general purpose and intent of the Shoreland Management Overlay ordinance is to <br />protect public waters. Per the ordinance Policy statement, the uncontrolled use of <br />shorelands of the city affects the public health, safety and general welfare not only by <br />contributing to pollution of public waters, but also by impairing the local tax base. <br />Con <br />
