Elmcrest Avenue Street Vacation <br />In September 2000 per Ordinance No. 13-00, the City vacated the Elmcrest Avenue 33 <br />foot wide right-of-way immediately adjacent to the City's corporate limits from 400 feet <br />south of CSAH 14 (Main Street) to Cedar Street within the City of Lino Lakes and <br />retained a permanent easement for drainage and utility purposes over said vacated right- <br />of-way. This vacation was related to the Victor Gardens development in the City of <br />Hugo. Per the September 11, 2000 Council staff report, the vacated portion started 400 <br />feet south of Main Street in order to preserve the east driveway into the Laborer's <br />Training Center site. In 2003, an Ingress and Egress Easement Agreement between LTC <br />and Rottland Company (aka Victor Gardens) was recorded that established a permanent <br />30 foot wide easement. <br />With the proposed campus expansion and building construction, LTC is requesting 239 <br />feet of the remaining right-of-way be vacated. The right-of-way is not needed since an <br />Ingress and Egress Easement Agreement has been recorded. The vacation will also <br />establish the required 75 foot building setback from the easterly property line vs. the road <br />right-of-way line. <br />The road -of -way vacation will be presented to the City Council by the City Engineer as a <br />separate staff report and action item. <br />Grading Plan and Stormwater Management <br />Per the Stormwater Management Plan prepared by Barr Engineering dated May 2020, <br />two (2) stormwater ponds will provide rate control and water quality treatment for the <br />site. Currently, per Figure 1, Existing Drainage Plan, there are 3 existing stormwater <br />ponds and wetlands on site. Based on the high water table and soils with low <br />permeability, infiltration is not possible on this site. The applicant has submitted an <br />application to RCWD for review and approval. <br />A separate public drainage and utility easement extending 10 feet from the high water <br />level (HWL) shall be recorded over the stormwater ponds. <br />Public Utilities <br />The existing building is served by an 8" municipal watermain and an 8" municipal <br />sanitary sewer located along CSAH 14 (Main Street). The new building will be connected <br />to the municipal services as well. The watermain will extend along the south and east side <br />of the building to provide fire protection. <br />Tree Preservation and Mitigation Standards <br />The Environmental Coordinator and Environmental Board reviewed the tree preservation <br />and landscaping plans.
