is working on a federal transportation funding application to reconstruct bridge and ramp terminals and CR J/Centerville Road intersection. Staff Comments: • The applicant shall work with the property owner of 6620 20th Avenue to obtain necessary road right-of-way to connect Birch Street and Cypress Street. • Local road right-of-way shall be a minimum of 60 ft wide. • Cul de sacs shall not exceed 500 ft in length and bulbs shall meet City standards. • Additional road right of way along CSAH 54 shall be required. • Access shall be provided to the parcels south of the proposed development. • A traffic study shall be required. • Anoka County Highway Department is in receipt of the concept plan and will provide additional comments on the development. • Sidewalks and trails shall be incorporated throughout the development. • The south connection to CSAH 54 (201h Avenue) shall occur in the first phase of development. • Sidewalks shall be incorporated though out the development. • A noise study for the entire development is required. Staff anticipates a noise wall will be required along I-35E. Easements Staff Comments: • Standard drainage and utility easements at least 10 feet wide shall be provided along all lot lines. • Drainage and utility easements shall also be dedicated over stormwater management facilities. • Conservation easements shall be required over wetlands and greenway corridors. Stormwater Management and Erosion and Sediment Control The concept plan does not show stormwater management facilities. Staff Comment: • A stormwater management plan and erosion and sediment control plan in accordance with Chapter 1011 shall be required. Utilities Public water, sanitary and storm sewer utilities will be installed within the development. The site is located in Sanitary Sewer District 3 (Sub -district 3C). Flow is collected along East Cedar Street and conveyed east to MCES Meter M220. 7
