Outlot A, NorthPointe 5th Addition is located in Utility Staging Area 1 A (2018-2025). Two of the 3 Burque parcels are in Utility Staging Area 1B (2025-2030). The 3rd Burque parcel is in Utility Staging Area 3 (Post 2040). Municipal water and sanitary sewer utilities to serve the Burque development exist along Cypress Street and Chestnut Street in NorthPointe. Staff Comments: • Per the City Engineer, sanitary sewer to serve this development shall come from Cypress Street. The sewer line in Chestnut Street does not have enough depth to serve the proposed development. • A comprehensive plan amendment to move from Utility Staging Area 3 to IA is required. Parks, Greenways and Trail Plan Per the draft 2040 Parks, Greenways and Trails Plan, this development is within the NorthPointe Park service area. No future land dedication or park development is required. A greenway corridor exists along the wetland and ditch. A proposed trail is shown on the plan extending from the existing trail on Chestnut Street to Birch Street. A proposed on -street bike route is shown along CSAH 54 (20th Avenue). The City will require cash in lieu of land dedication. Any required trail construction costs will be credited from the total payment in lieu. Staff Comment: • Additional trails along the wetland corridor shall be evaluated. Tree Preservation and Landscaping A Tree Preservation Plan and Landscape Plan in compliance with Section 1007.043 (17), Required Screening, Landscaping and Buffer Yards shall be submitted. Staff Comment: • Additional landscaping may be required as a condition of the PUD. Environmental Review Record An Environmental Assessment Worksheet (EAW) is not warranted. The threshold computation of unattached units (102) and attached units (50) is less than one. The majority of the site is outside the I-35E AUAR Corridor. Outlot A in NorthPointe is within the AUAR and was evaluated as part of that development. N.
