CITY COUNCIL WORK SESSION December 4 , 2017 <br /> APPROVED <br /> 359 Director DeGardner remarked that ultimately it ' s up to the council on how funds are <br /> 360 earmarked. .. <br /> 361 <br /> 362 Director DeGardner then reviewed his report, including an inventory of park facilities <br /> 363 with assumptions on the life of equipment at those locations and estimated replacement <br /> 364 costs. This is really a first look at the system and what could be done . <br /> 365 <br /> 366 Council Member Manthey said he appreciates having all the information for use as the <br /> 367 council considers questions about these facilities . <br /> 368 <br /> 369 Director DeGardner then reviewed the sheet indicating cost estimates based on the future <br /> 370 master plan. <br /> 371 <br /> 372 Director DeGardner then reviewed the third list of possible future park developments that <br /> 373 are not a part of the master plan. <br /> 374 <br /> 375 Director DeGardner then reviewed a trail projects sheet. They are components that are <br /> 376 being followed with estimated costs . <br /> 377 <br /> 378 The next sheet reviewed is seen as a tool to put all the information into perspective to <br /> 379 give the council an idea of an annual investment requirement, based on a timeline out to <br /> 380 2045 . It does give a sense of the magnitude of the work. <br /> 381 <br /> 382 Mr. DeGardner ' s final information presented was on the $30, 000 that has traditionally <br /> 383 been budgeted for trails . <br /> 384 <br /> 385 Mayor Reinert suggested that he was looking for something with a little more consistency <br /> 386 in cost. He doesn' t like the heavy front end and lighter back end. Ives . Cotton said it' s <br /> 387 heavy on the front end due to the assumptions on life. <br /> 388 <br /> 389 Mayor Reinert suggested that it looks as if the city could dedicate $ 300, 000 for next year. <br /> 390 He would support the recommendation. <br /> 391 <br /> 392 Council Member Rafferty asked about a culvert at Clearwater Creek; is that because the <br /> 393 trail is always underwater? Mr. DeGardner concurred. He concurs with the $300 ,000 <br /> 394 range ip get things going and he wonders about adding more even if it' s borrowed. He <br /> 395 touched on the recreation complex land. Mr. DeGardner suggested that this time of a <br /> 396 budget surplus is something that may not occur again. Council Member Rafferty asked <br /> 397 about putting some surplus funds into roads as well. Director Cotton yarned that the <br /> 3.98 surplus may still be impacted by future needs . Council Member Rafferty asked if <br /> 399 $50, 000 to roads is unrealistic. Director Grochala said there will be a surplus update in <br /> 400 January , <br /> 401 <br /> 9 <br />
