Because the new impervious surface is less than 10,000 square feet, the project does <br />not require Stormwater Management. However, staff has reviewed the drainage in this area <br />and is concerned that the proposed Lot 2 will direct more water towards adjacent properties <br />and trap water near the eastern property line as the area is flat and landlocked. The <br />drainage along the south property line of Lot 2 is shown to be directed to the northwest (rear <br />of the lot), avoiding runoff to the adjacent property to the south. <br />Comments <br />1. An erosion control plan will be required with the building permit <br />Response: Erosion control measures (silt fence, inlet protection, etc.) have been added <br />to the grading plan. <br />Proposed silt fence shall surround the proposed storm sewer and the limits of grading. <br />2. Staff is concerned that runoff to adjacent properties will increase due to additional <br />impervious surfaces. A rear yard storm structure or surface water storage area may <br />be needed to avoid creating landlocked low points on the proposed parcel and <br />adjacent parcels. There is an existing 18-inch diameter reinforced concrete storm <br />sewer pipe along Second Avenue that can be used to extend storm sewer. <br />Response: A proposed catch basin with storm sewer has been added to the utility plan. <br />This connects to the existing storm sewer in 2nd Avenue. <br />Drainage arrows shall be shown on the plans similar to the proposed drainage map <br />included with the stormwater calculations. For maintenance reasons, the City of Lino <br />Lakes does not allow 12" diameter storm pipe. Please update to 15" diameter. HDPE <br />pipe can be used, but shall conform to current MnDOT specifications. <br />• Water Supply <br />There is existing 6-inch diameter ductile iron pipe (DIP) watermain along 2nd Avenue west <br />of the site and 12-inch diameter ductile iron pipe (DIP) watermain along Elm Street north <br />of the site. There are two water service stubs extended to the property from 2nd Avenue. <br />The proposed home will be required to connect to the City's water system. The applicant <br />is proposing to connect to the southernmost water service stub along 2nd Avenue. It is <br />recommended that the additional water service stub is removed in the future when 2nd <br />Avenue is reconstructed. <br />• Sanitary Sewer <br />There is existing 8-inch diameter poly -vinyl chloride (PVC) sanitary sewer along 2nd <br />Avenue west of the site and existing 8-inch diameter poly -vinyl chloride (PVC) sanitary <br />sewer along Elm Street north of the site.
