However, <br /> the 1-35E Corridor AUAR completed an analysis for the impacts of the anticipated development of <br /> the entire corridor including the Otter Lake Road commercial area. Based on ITE 10th Addition <br /> Trip Generation rates the proposed Otter Crossing (Lot 1)would generate approximately 1,114 <br /> daily trips, 79 AM peak hour trips and 81 PM peak hour trips. <br /> Otter Lake Road is currently classified as an A-Minor Collector roadway and is proposed as a <br /> future A- Minor Arterial Expander roadway in the 2040 City Comprehensive Plan. Main Street <br /> (CSAH 14) is classified as an A-Minor Arterial Connector roadway now and in the 2040 City <br /> Comprehensive Plan. <br /> Based on the AUAR and the City's 2040 Transportation Plan, Otter Lake Road is proposed to be <br /> extended north to 80th Street as development occurs in the area. In addition, a southbound right <br /> turn lane approaching Main Street (CSAH 14)was identified as a mitigation measure in the <br /> AUAR. The addition of the right turn lane will add necessary intersection capacity for the <br /> proposed Otter Crossing development. <br /> With the proposed improvement all intersections and roadways are anticipated to meet the City's <br /> Ordinance requirements for Level of Service and would have the structural capacity to <br /> accommodate the proposed Otter Crossing (Lot 1) development. Additional analysis will be <br /> required as development continues and Otter Lake Road is extended. <br /> Street A is proposed to be 28-ft wide from the back of curb to the back of curb. The entrance to <br /> the parking lot is proposed at 24-ft wide from the face of the curb to the face of the curb. The <br /> Street A used to access the site will be accessed from Otter Lake Road. As discussed above, the <br /> applicant is proposing widening Otter Lake Road to allow for a right turn lane (to westbound Main <br /> Street(CSAH 14)), a through lane, and a left turn lane (to eastbound Main Street (CSAH 14)). <br /> Comments: <br /> 1. The private drive to the new Otter Crossing will be a right in/right out in the <br /> future when Otter Lake Road is extended. The full access will be 660' north of <br /> Main Street (CSAH 14). With future development, Street A will need to have <br /> access to this full access intersection. A north south roadway connection will be <br /> developed as the site development progresses <br /> 2. Applicant shall update the width of Street A to match the width of the existing <br /> private road to the east of Otter Lake Road (30' F-F). Revised <br /> Please update the road width to be 30' F-F to match the east side. <br /> 3. The pedestrian ramp and traffic signal system will also <br /> require revisions. Coordinate intersection improvements impacting Main Street <br /> (CSAH 14)with Anoka County.
