LeBlond insisted that if the access is there , people will use it whether <br /> the park is open or not. <br /> It was noted that people get onto the lake at the present time - mostly <br /> through private property - and use the lake even though there is no access . <br /> Mr. Schumacher said the use of the lake is something that can be discussed <br /> at a later date. He asked Mr. Volk about getting the development phases <br /> that need to be bid out done this year. <br /> Mr. Volk said the acces5road could be rough cut in this year , some work can <br /> be done by the City crews when there is time ; also the parking lots can be <br /> roughed in and part of the excavation for the landscaping . Some work on the <br /> beach area can be started . It was generally felt that this is the best time <br /> to put these items out for bids . <br /> The time frame for the use of the Grant money was discussed. Mr. Schumacher <br /> explained that the work being done and the progress is checked by the State <br /> Planning agency and , basically, as long as the work is progressing , there is <br /> no pressure . <br /> Mr. Volk asked if it is necessary to have an Engineer or an Engineering firm? <br /> Mr. Schumacher said it would be wise to make a list of items where an <br /> Engineer would be needed , then submit to the Council for their approval. Mr. <br /> Schumacher pointed out that Council approval is necessary on all the proposed <br /> spending since this is a City application for funds . <br /> There was some discussion on the E. I .W. Mr. Volk pointed out that the <br /> formula supplied by the State or the DNR (he wasn't sure which) was used <br /> to compute the size of the parking lots in order to eliminate over crowding <br /> of the lake . This seemed to be of a major concern to Mrs . LeBlond - that the <br /> use of the lake be controlled by restricting the size of the boats on the <br /> lake . Mrs . LeBlond asked that an agency such as DNR , be involved in the <br /> development of the Park. <br /> Mr. Volk noted that when work is started on the beach area or any work in- <br /> volving the shoreline ,DNR will certainly be involved. Mr . Schumacher said <br /> it is also possible to discuss the proposed restrictions with DNR. <br /> There was discussion of the installing of the cement apron for launching <br /> with Mrs . LeBlond feeling this will only add to the problems of boats on the <br /> lake . Mr. Volk felt that it made very little difference whether there was <br /> an apron for launching since people will get on the lake no matter what . <br /> Mr. Volk felt the only way to control the useage would be by posting signs <br /> noting the restrictions and having the police enforce the rules . Mr . Volk <br /> felt it would only take a few tickets for the word to get around. Mrs . <br /> LeBlond felt this would create more work for the police department and while <br /> all this is happening , the lake would be overcrowed and misused . She felt , <br /> that in order to enforce the rules , someone would have to be there at all time,, <br /> There was much discussion on this with no solid agreement on how or if the <br /> , 'N useage of the lake is _to be controlled . <br /> Mr. Schumacher noted that $57 , 200 . 00 had been earmarked for the bath house - <br /> he asked Mr. Volk if that was enough? Should he ask for more funds for this <br /> building? <br />
