George asked if the trail that runs along Cedar Street, towards the northern end of the development, was a separate trail not assuming road right of way. Tony said it would determine what was needed at that time and would not have a major affect . George asked if the trail off Cedar Street would be a transportation trail and where would it go on Street A when it turns. Tony said it would be off the street area. There was further discussion on the trail system before the motion was made. Ken asked if Tony had to go back through all the board to do Phase III - V. Tony said yes he would. NOTION: Sharon Lane made a motion to approve park dedication and accept park land as noted in Phase I and II. Should the land to the north not be developed, (Phase III-Phase IV) , the developer will give written assurance of a 10 acre site in the area shown as Phase V. Establish a system of land banking and cash assurance to balance park dedication requirements . Trail as noted on the west side of the development with contingency trail link, between lots 9 and 10 Street G on a temporary trail easement, until the Kane property to the south, is developed. Trail link from Street L to East park parcel as noted. Motion was seconded by Joe Schmidt and passed unanimously. UPDATES AND OLD BUSINESS: A. Recreation Comdex/Referendum: Marty included a copy of the finished wetland delineation and a copy of the proposed recreation complex A-3 plan in the members packets. He informed the board that the delineation information along with a letter of intent and background information had been forwarded to the Rice Creek Watershed District. He has not heard back from them. Marty also said he received a call from a resident that had about ten concerns with this issue. He asked her to send him a letter of her concerns and he would address them with her. If necessary he would invite her to come to the next Park Board meeting. George asked if we were going to have an appraisal done after we hear back from the Rice Creek Watershed District. Marty said if it looks hopeful we should go ahead with the appraisal. B. Recreation Focus Committee: Barry gave an overview of the Recreation Focus Committee and what took place at the last meeting. He said the committee focused on instruction/how to activities. Ie: How to do lawn care, flowers, orienteering. 5
