CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> MONDAY, NOVEMBER 7, 1994 <br /> recreational experience and create an edge effect . Ken asked if <br /> the trail would be sufficiently off the roadway. Tony responded <br /> yes. George asked if the trail that runs along Cedar Street, <br /> towards the northern end of the development, was a separate trail <br /> not assuming road right of way. Tony said it would determine <br /> what was needed at that time and would not have a major affect . <br /> George asked if the trail off Cedar Street would be a <br /> transportation trail and where would it go on Street A when it <br /> turns. Tony said it would be off the street area. There was <br /> further discussion on the trail system before the motion was <br /> made. <br /> Ken asked if Tony had to go back through all the board to do <br /> Phase III - V. Tony said yes he would. <br /> NOTION: Sharon Lane made a motion to approve park dedication and <br /> accept park land as noted in Phase I and II. Should the land to <br /> the north not be developed, (Phase III-Phase IV) , the developer <br /> will give written assurance of a 10 acre site in the area shown <br /> as Phase V. Establish a system of land banking and cash <br /> assurance to balance park dedication requirements . Trail as <br /> noted on the west side of the development with contingency trail <br /> link, between lots 9 and 10 Street G on a temporary trail <br /> easement, until the Kane property to the south, is developed. <br /> Trail link from Street L to East park parcel as noted. Motion <br /> was seconded by Joe Schmidt and passed unanimously. <br /> UPDATES AND OLD BUSINESS: <br /> A. Recreation Comdex/Referendum: Marty included a copy of the <br /> finished wetland delineation and a copy of the proposed <br /> recreation complex A-3 plan in the members packets. He informed <br /> the board that the delineation information along with a letter of <br /> intent and background information had been forwarded to the Rice <br /> Creek Watershed District. He has not heard back from them. <br /> Marty also said he received a call from a resident that had about <br /> ten concerns with this issue. He asked her to send him a letter <br /> of her concerns and he would address them with her. If necessary <br /> he would invite her to come to the next Park Board meeting. <br /> George asked if we were going to have an appraisal done after we <br /> hear back from the Rice Creek Watershed District. Marty said if <br /> it looks hopeful we should go ahead with the appraisal. <br /> B. Recreation Focus Committee: Barry gave an overview of the <br /> Recreation Focus Committee and what took place at the last <br /> meeting. He said the committee focused on instruction/how to <br /> activities. Ie: How to do lawn care, flowers, orienteering. <br /> 5 <br />
