This concept has been reviewed by myself and Jeff Schoenbauer, and <br /> should adequately service the needs for the overall development <br /> scheme. Please find enclosed a copy of the developers proposal and <br /> breakout of the land areas and proposed park dedications. <br /> For phase 1 and 2, we would take the land dedication and any <br /> additional amount owed in cash. We would then release this cash as <br /> needed as additional land is dedicated. <br /> The trail corridor adequately accomplishes the goals of the <br /> Comprehensive plan. All the trail corridors are indicated by the <br /> blue lines as drawn on the color coded maps. <br /> Please refer to the enclosed color coded maps and the larger <br /> concept for phase 1, and 2. . For phase 1, and 2 you are considering <br /> the acceptance of a peninsula of hand on the east side of the <br /> development, and a triangular piece of land on the western side. <br /> This portion has the trail passing through it. <br /> The eastern consideration has an exception passing through it. The <br /> Developer has indicated that he would negotiate a realignment with <br /> the property owner. This is important ` from a design , privacy, and <br /> safety considerations. <br /> Looking at this concept in an overall vision, and park acreage <br /> -need concern, the larger area on the north side of the development <br /> is about 19 or 20 acres giving this area a large open space for <br /> r recreation. Since the Developer does not control this land yet, he <br /> �Vi has indicated that he would write into the agreement assurances of <br /> Op a land dedication in an area that he does now own in the area <br /> indicated as phase 5, and highlighted by the green cross-hatch in <br /> exhibit D of the concept plan. This area would be a 10 acre parcel <br /> of size. Obviously this is not the best scenario for anyone. <br /> I have included a copy of the planning report for the Public <br /> hearing concerning Clearwater Creek. This report basically covers <br /> phases one and two as it refers to park dedication. Please note <br /> that the proposed dedication is for 36.13 acres. This figure <br /> reflects park acreage including wetlands. Thus, this figure would <br /> now be different. <br /> Please refer to the break-out sheet of land percentages and <br /> formal proposal cover page submitted by the developer, Mr. Tony <br /> ,Emmerich. As you can see, for phase 1, the developable upland area <br /> is 77.2 acres. The 10`k park land dedication would thus equal 7.7 <br /> acres, in an area of 153 lots zoned R-1 (single Family) with a <br />
