^ The playground equipment company would have an expert at the site
to help put the equipment together and direct the neighborhood
group on where to place it. Joe Schmidt said he would be at the
raising.
C. Recreation Complex/Referendum: Marty passed around photos
that he and George had taken from an airplane. Marty said that
he has solicited quotes for delineation and an engineering
survey. The low bid for delineation was $400 . He feels it is
necessary to meet with the homeowners to see how they want to
finance this. He said he had received quotes to have the
property appraised but has not done anything with them yet.
Marty stated that he and Council member Linda Elliott feel that
the City Council and the Park Board should have a joint meeting
to discuss this issue.
There was further discussion and several questions were raised by
the board members. Sharon wanted to know if the recreation
complex was outside the MUSA boundary. Amy wanted to know who
owned the land that the delineation is going to be done on.
Marty stated Vivian Noren and Donald Lundgren owned the property.
RECOMMENDATION: George recommended he follow up with the
delineation, get an appraisal and give the information to the
Rice Creek Watershed District. After this is done the Park
Board should meet with the City Council for a work session. He
^ asked Marty to talk to Council Member Elliot and City
Administrator Randy Schumacher and get this item on work session
agenda. Marty said he would make calls September 8 and get the
process started.
The chair decided to go to New Business, item B, because there
were people present to discuss this issue.
NEW BUSINESS:
B. Brandywood Neighborhood Concern Meeting: Jim Bruce and Rich
Migner were present to discuss their concerns, frustrations,
ideas, and to invite the Park Board members to their meeting on
September 8th. Bruce explained that there were 70 lots in the
subdivision. Sixty-seven houses have been built, two were in
progress and one lot remained vacant. The average cost of the
homes is $150, 000. He added there are 50 children and 20 daycare
children in the area at a given time. They feel they need a park
in their subdivision because the closest park does not have a
safe access (must cross over a 55 mph road) and the closest park,
with playground equipment, is two miles away. George and Marty
gave background on priority listing. Jim and Rich asked what
they could do to facilitate the process. Marty explained how the
city tax dollars were divided as they pertains to recreation.
Rich stated that the fathers in the area will do everything they
^ can, including a fundraiser, to get things going in their
3
