and aesthetics.
MOTION: Brian Bourassa made a motion to recommend to council that
a standard be set where developers would be required to install the
Brauer type of boardwalk where needed in any future developments.
Motion was seconded by Ken Johnson. All were in favor. Motion
carried.
Trails - Shores of Marshan Lake Development: There has been some
on-going concern regarding trails in this development. Originally
the developer platted the trails going into wetlands, but because
of the changing wetland laws, the developer was made to re-plat the
development and move the trails along property lines. Property
owners have petitioned the city to move the trails away from their
houses. The council is aware of the alternative trail concept into
the wetland. There will be no need to obtain permits to locate the
boardwalk. The developer has asked that the money that the city
would have expended to put bituminous overlays on the trails be
applied to the completion of the boardwalk. An estimate from a city
engineering consultant was $3000 for this work.
MOTION: A motion was made by Brian Bourassa and seconded by Bob
Williams to recommend acceptance of the proposed 780 feet of
boardwalk trail segment in the wetland as originally platted. In
addition, recommend that the city expend $3000 of dedicated park
funds to be applied to the completion of the boardwalk. This
expenditure will be done in the form of reimbursement to the
developer after completion of the boardwalk project in Shores of
Marshan Lake Development. A vote showed all present were in favor.
Motion carried.
Proposed re-locate of Parks, Recreation and Forestry Department:
As a preface to this meeting, the Board met at the Shores of
Marshan Park Building on Sunday January 2 at the request of Linda
Elliott to look over the building and ask any questions that they
may have regarding the remodeling and proposed move of the Parks
and Recreation Department to the building. There was some
discussion about the use of the building and lot in the future.
Discussion centered around whether there would be permanent walls
or temporary modular ones. At that time Joe Schmidt expressed his
preference for temporary type walls, explaining temporary walls
would be easier and more cost effective when it comes time to
change the building around again after the department moves to a
permanent facility. It was also noted that this site would make a
good skating rink, and possibly the use of part of the building as
a warming house shelter.
Linda Elliott addressed the board tonight regarding this issue. She
distributed a letter from the Council to the Park Board that
explains the remodeling proposal for the Shores of Marshan Park
Building. The letter expresses the need for more space in city hall
as departments expand, and that alternatives were discussed by the
council. In part, the letter states, . . . "the council felt the
most cost effective option would be to invest some general fund
