PARR BOARD MEETING <br /> August 6, 1990 <br /> street of Mourning Dove Road. <br /> MOTION: John Bauman moved to recommend to the city council <br /> to accept park dedication for Willow Ponds to include a cash <br /> dedication for the proposed 27 lots consisting of $10,800. 00 <br /> Also installation of the trail as shown on the plat. The <br /> trail should be brought to grade and surfaced with class <br /> five. The park board is also recommending the city council <br /> move that Anoka County be notified to install a cross walk on <br /> Elm Street. <br /> OLD BUSINESS <br /> PARR LAND USE STUDY: <br /> Marty Asleson presented the board with copies of land use <br /> studies from Inver Grove Heights and Plymouth, both completed <br /> by Brauer & Associates. These will be available at city hall <br /> for you to review for a couple of weeks. Also, RFP's <br /> (Request for Proposals) from two other consulting groups are <br /> also available for your review. <br /> Marty stated that these plans are a great management tool. <br /> Marty added that the park board should be purchasing raw land <br /> and be one step ahead of the developer. Raw land is much <br /> less expensive, and the developer will be aware from the very <br /> beginning what is expected from him as far as the park <br /> dedication is concerned. <br /> Marty Asleson met with Jeff Schoenbrauer and he outlined what <br /> the focus meeting would address. He roughly estimated the <br /> cost of a plan by Lino Lakes to be $30,000. 00. Marty added <br /> that in the long range the city would make up this money by <br /> being able to plan in advance for their parks, buy the land <br /> early, and utilize the parks as much as possible. <br /> The park board had several questions for Marty and Don. The <br /> park board asked about staff completing a study of this kind. <br /> Marty and Don both agreed that first of all these are <br /> professionals, and that alone is a plus. Developer's, and <br /> residents like to see a professionally completed study. <br /> Also, this takes a tremendous amount of coordinating, and <br /> effort to complete a study of this kind. The Lino Lakes <br /> staff is so busy that if they took this project on it would <br /> take a long time to finish. The Lino Lakes Comprehensive <br /> Plan was completed by both John Miller, City Planner and <br /> consultants. <br /> Most of the cities surrounding us have completed a park land <br /> use plan. <br /> Brauer & Associates have approximately 5 - 6 people that <br /> would be working on the study. <br /> Page 2 <br />
