PARK BOARD MEETING <br /> August 6, 1990 <br /> Don Volk stated that at this time council has not formally <br /> considered this issue. <br /> At this point the council will decide whether we should have <br /> the focus meeting or not. All questions will be answered at <br /> that meeting. <br /> RICE LAKE ESTATES PARK UPDATE: <br /> The Lino Lakes Park Board is considering the establishment of <br /> a lease agreement/joint park area with the City of Circle <br /> Pines. <br /> Marty received a letter from David Phipps, Park <br /> Superintendent from Circle Pines. He stated in the letter <br /> that this was discussed at the June 4th Circle Pines Park <br /> Board meeting. The members seemed enthusiastic at exploring <br /> the possibilities of this venture. The letter listed several <br /> considerations that Circle Pines would like answers to. <br /> That intent is to further discuss this with Circle Pines and <br /> then once the two cities have come to an agreement another <br /> neighborhood meeting will be held to update the Rice Lake <br /> Estates residents. <br /> BIRCH PARK LAND ACQUISITION: <br /> The park board is considering purchasing a 1 1/2 acre parcel <br /> from the Whitcombs that is adjacent to Birch Park in order to <br /> expand the park area. The city has preliminary plans for <br /> this parcel consisting of a tot lot and picnic area. The <br /> Whitcombs were approached and stated that they may be willing <br /> to sell the parcel at $7,500.00 per acre. John Miller, City <br /> Planner was asked about this price and he felt that was a <br /> reasonable price for the parcel. <br /> MOTION: Ray Johnson moved to recommend to the city council <br /> purchasing 1 1/2 acres from the Whitcombs. This money would <br /> come out of the park dedication funds at $7,500.00 per acre. <br /> When the park board receives the park dedication money from <br /> Willow Ponds, that money will go into the park dedication <br /> fund to make up for this expense. John Bauman seconded the <br /> motion and the motion was approved unanimously. <br /> JOINT POWERS AGREEMENT: <br /> Ken Johnson said the committee will meet next Thursday. He <br /> stated that the Circle Pines Attorney is reviewing the <br /> document. <br /> The City of Lino Lakes Council is not ready to sign the <br /> agreement. The council feels that since Lino Lakes is larger <br /> they should have two representatives to the recreation <br /> ^ committee instead of one like all the other cities. <br /> Page 3 <br />
