PARK BOARD MEETING <br /> August 6, 1990 <br /> Harold Bisel said that Lino Lakes will be contributing more <br /> money to the program, therefore it should have more votes. <br /> Don Volk stated that the more one community contributes <br /> money, they will have more authority. <br /> Ray Johnson suggested putting something into the joint powers <br /> agreement that states that once a city reaches a certain <br /> size, then they can obtain another committee member, <br /> Ken Johnson said that a formula would have to be worked out <br /> very carefully. We have to be fair because the other cities <br /> will never reach the population as Lino Lakes. <br /> Harold Bisel suggested that something in the agreement should <br /> be written to trigger the committee, like a check point to <br /> review the program, see that all cities are cooperating, and <br /> talk with the other cities and reevaluate the agreement. If <br /> one city is contributing more than the others, then that <br /> should be a warning signal to assess the situation. <br /> Marty suggested looking at the joint powers agreement set up <br /> for the fire department. That may help us in this situation. <br /> Marty Asleson felt that there is a tremendous need for this <br /> recreation program. We need this to work. <br /> NEW BUSINESS <br /> ICE ARENA <br /> Ray Johnson stated that the indoor ice arena that was before <br /> the park board a few months ago is now planning on <br /> constructing at the Centennial School District. This will be <br /> part of the bond issue for Centennial School. Ray felt that <br /> the city should not be involved in a school function. <br /> The board is not sure how this ice arena will be managed. <br /> Will it be run as a school activity? Will residents be able <br /> to use the arena? The park board would like to see this run <br /> as a community program. <br /> Staff will ask that a member of the association or the school <br /> district attend the next park board meeting. <br /> INSIDE SPORTS <br /> The park board asked about the progress of Inside Sports. <br /> Harold Bisel addressed the group. He stated that Inside <br /> Sports is asking for financial help in establishing the <br /> arena. Harold said that the council cannot jeopardize the <br /> residents of Lino Lakes.
