Park Dedication <br /> 11/1/89 <br /> Page 2 <br /> The limited resources available to park dedication suggests that the park <br /> dedication funds be used only for acquisition. To continue to use the <br /> funds for improvements would: <br /> a) Cause pressure to increase the fees; <br /> b) Not appropriately reflect who uses park and trail facilities. <br /> Therefore, the Chamber supports the development of an ordinance that would <br /> require that park dedication funds be limited to the acquisition of park <br /> and trail facilities and not be used for improvement of parks and/or trails, <br /> or maintenance. <br /> Credit For Privately Development Amenities <br /> Currently a credit up to 25% is available when providing amenities onsite <br /> with developments that lessens the impact on local recreational facilities. <br /> - <br /> We recommend that this credit be increased to a maximum of 50% for either <br /> residential or commercial/industrial projects based on appropriate factors <br /> including the number and type of amenities provided. This reform enhances <br /> both the developer and the city's objectiv-es. <br /> We believe it is in the city's best interest to encourage projects that <br /> have significant amenities. By increasing the credit, the overall objec- <br /> tive by the Park Commission and the City is strengthened by encouraging <br /> developers to enhance their projects by adding amenities which would <br /> eventually reduce the impact on the community's park system. <br /> We also remind policymakers that the credit language is for a maximum. <br /> In most cases, the credit would not be used at all or significantly less <br /> than the maximum. <br /> The Chamber believes that the evidence suggests that a credit up to 75% <br /> is justifiable, but that during this year's ordinance review we are recom- <br /> mending 50%.which is perceived as a major step forward. <br /> Timing of Payment <br /> The Chamber believes that commercial/industrial park dedication fees <br /> should continue to be paid as currently established, ie. at the time of <br /> building permit. The Chamber further recommends that residential park <br /> dedication fees also be made at the time at which the building permit <br /> issued. <br /> The aforementioned recomemndation is based on the state's statute which <br /> suggests that fees are a reasonable exaction because of additional pres- <br /> sure place on city facilities when development occurs. By accepting the <br /> state's statute, we believe that payment should be made when there is a <br /> legitimate impact on the City Park and Recreation program, not years <br /> ahead of such impact. Currently, the City requires that fees be paid <br /> n at the time of plat. <br />
