PARK BOARD MINUTES <br /> April 2, 1990 <br /> Phase 2 of Rick Carlson' s proposed plat (PineRidge) consists <br /> of 50 acres known as the Barott property, and a portion of <br /> the Soukop property. Utilities are not available at this <br /> site yet , but once utilities are available, and development <br /> begins , the park board will require this five acre parcel to <br /> be dedicated park land. <br /> Gary Barott submitted a letter to Don Volk. The letter was <br /> handed out to the board members. In part this letter states : <br /> Because our contract with Mr. Carlson is contingent upon <br /> sewer and water being available to the development , we <br /> feel it is in our best interest not to divide or split <br /> off parcels until we can remove the contingency and <br /> proceed with the Carlson closing. <br /> I have looked at the preliminary plat and understand the <br /> limited use for the property in the south east area and <br /> approve Mr. Carlson' s plan for ponding and park land <br /> dedication. <br /> Don Volk stated that the Corp of Engineers needs to approve <br /> the grading and filling of this proposed five acre park <br /> because some of it is wetland. <br /> Don Volk discussed the park board' s wishes to obtain a 20 <br /> acre parcel to the south of the Montain property. He stated <br /> that this 20 acre parcel has a considerable amount of wetland <br /> within it , but that approximately 30% to 50% acres of the <br /> parcel would be fit for a park. Don Volk has not yet <br /> approached the owner to purchase this 20 acre parcel. <br /> Mort Huber stated that there is a lot of open space within <br /> his subdivision that is unbuildable. This open space will be <br /> recreational areas for the children. Don Volk did state that <br /> the Army Corp of Engineers has control over wetlands, and <br /> that these open spaces can not be disturbed. <br /> Ken Johnson stated that too often wetlands and low lands have <br /> been considered park land and accepted as park dedication. <br /> Ken also explained that there may be some likelyhood that <br /> buildings will be installed in this area, and there is a need <br /> for high ground to construct these buildings. <br /> Mort Huber stated that the Corp of Engineer' s have reviewed <br /> this plat . <br /> Ken Johnson asked about direct road access to the park land. <br /> There are two cul-de-sacs near the park. <br /> Mort Huber explained that trails are planned off the end of <br /> the cul-de-sacs for park access. <br /> Because of the phasing process, it will probably be three <br /> Page 2 <br />
