PARK BOARD MINUTES <br /> April 2, 1990 <br /> 2nd Avenue, giving the ice arena better access . <br /> Anywhere you would install the ice arena a ballfield would <br /> have to be eliminated. <br /> The task force feels that 2 1/2 to 4 acres is what would be <br /> required for the ice arena. <br /> Marty and Don hope to attend future task force meetings and <br /> will keep the board informed of their progress. <br /> MOTION: Ken Johnson moved to recommend to the city council <br /> acceptance of the resolution supporting the ice arena. John <br /> Bauman seconded the motion and the motion was approved <br /> unanimously. <br /> REVIEW OF BILL HAWKINS LETTER REGARDING TRAILS. <br /> The board reviewed a letter from Bill Hawkins regarding <br /> trails. <br /> Don Volk explained what Mr. Hawkins stated in part : <br /> It would be my recommendation that the areas the city <br /> desires for trails be labeled as park on the final plat <br /> so that the city has control over these areas for park <br /> purposes which would include trailways. I don' t believe <br /> the county surveyor will accept easements for anything <br /> other than public utilities, drainage, or streets on a <br /> plat . Similarly merely labeling them as outlots would <br /> require the developer, after approval of the final plat <br /> and recording thereof, to convey the property to the <br /> city by separate warranty deed. <br /> Any time land is dedicated in a plat the city has an <br /> easement over the property for park purposes . This <br /> would give the city absolute control over the premises <br /> and would allow us to prohibit the adjoining property <br /> owners from constructing fences or planting trees on the <br /> trails. <br /> CONSIDERATION OF MINOR SUBDIVISION FOR ROSS AND ANNETTE REED. <br /> This is a parcel located in Ulmer' s Rice Lake Addition. The <br /> applicant wishes to subdivide his land creating two <br /> additional lots. <br /> MOTION: Bill Nissen moved to recommend to city council <br /> acceptance of $400. 00 per lot to fulfill park dedication <br /> requirements.
