PARK BOARD MEETING <br /> April 3, 1989 <br /> An article in the Quad Press and Circulating Pines did state <br /> that Blaine has dropped out of the recreation program. <br /> Three Blaine Councilmembers did attend the last recreation <br /> committee meeting. Their intent at the meeting was to set up <br /> a user fee for Blaine residents that attend Centennial <br /> schools and would like to participate in this program. <br /> Don Volk stated that Lino Lakes is the major contributor to <br /> the recreation program. Our contribution towards this is <br /> equivalent to the other cities (Centerville, Circle Pines , <br /> Lexington) combined, and Lino Lakes only has 1 commissioner <br /> to represent Lino Lakes . <br /> After considerable discussion the Park Board decided they <br /> would like to see 1 commissioner appointed for every 5 , 000 <br /> population per city. An additional commissioner would be <br /> appointed when the city population reaches the half way point <br /> of there next 5 , 000 . Example: 1 member at 0 - 5, 000 , 2nd <br /> member at 7, 500 , 3rd at 12 , 500 etc. , plus 1 commissioner to <br /> represent Centennial School District . This will be presented <br /> to the City Council for their approval . <br /> Once the Joint Powers Agreement is returned from the <br /> attorney, this will be addressed at Council level . <br /> PLANTING PROGRAM - CITY PROPERTIES/DON VOLK <br /> Don Volk presented a map to the Park Board highlighting city <br /> owned properties. The City Council would like to look at an <br /> overall tree planting program for our city owned property. <br /> Mike Hoffman, City Forester will assess our city parks , <br /> photograph them, and report to Park Board in May with <br /> results . <br /> Ray Johnson also stated that this will help us to retain our <br /> Tree City USA Title. <br /> PINE BARK BEETLES/DON VOLK <br /> The City did receive the pheromone traps , and has had good <br /> response from the public regarding the use of these traps on <br /> their property. <br /> The Lino Lakes Correctional Facility purchased 10 traps from <br /> the city to use. <br /> Sherwood Green has been asked to become a demonstration <br /> .� project by the DNR. 75% of the traps were purchased from the <br /> DNR to carryout this project , leaving a cost of $2, 800 . 00 to <br /> the city for the remaining 25% of the traps . <br /> Page 3 <br />
