PARK BOARD MINUTES <br /> JANUARY 4, 1989 <br /> 2. Define the purpose of the trails. <br /> 3. Require locations of trails to be shown <br /> on plats. <br /> 4. Determine the widths of the trail easements. <br /> 5 . Require grading of the trails and placement <br /> of the base materials on the trail right- <br /> of ways in addition to other park dedication <br /> requirements. <br /> 6. Require trail improvements be completed per city <br /> standards or included in the developer' s agreement <br /> before final plat approval by the city <br /> council . <br /> John Miller felt the park board was on the right track by <br /> requiring the developer to grade and gravel the trails in <br /> addition to paying the current park dedication fee. <br /> He also liked the park board' s idea to permit the developer <br /> some latitude in locating the trails so long as the trails <br /> start and end on the property as shown in your park plan. <br /> This accomplishes your ends and allows the developer to plan <br /> the land use as he sees best . <br /> Don Volk felt that to require grading of the trails and <br /> placement of the base materials on the trail right-of-ways is <br /> critical and should not be part of the park dedication <br /> requirement. <br /> The Developer would be required to connect his trail system <br /> to the city wide trail and may also be required to install a <br /> more elaborate trail system in his subdivision. Also the <br /> city would have to provide easy access to the subdivision, <br /> and therefore, the subdivision would adjoin the main trails. <br /> Councilmember Harold Bisel felt incorporating the trail <br /> system is tremendous. <br /> Joggers prefer a softer surface to run on. Don increased the <br /> right-of-way width for the joggers , which also could be used <br /> as a cross-country ski trail . <br /> Snowmobiles riding on the trails may create a problem. <br /> Harold Bisel will check on any ordinances pertaining to <br /> snowmobiles. Ray Johnson feels this should be addressed by <br /> City Council . <br /> MOTION: Candy Toffoli moved to recommend to City Council <br /> adoption of amendment *89-02 to require pedestrian trails as <br /> 2 <br />
