PARK BOARD MEETING <br /> SEPTEMBER 8, 1992 <br /> Programming Issues that would identify potential impacts to current <br /> and future recreational programming and a section where it refers <br /> to the comprehensive plan. Following that is a section where each <br /> board member would write down comments for later discussion. Then <br /> a section describing the consensus reached by the board. Then a <br /> final vote count listing the board members and whether they voted <br /> yes or no , and the date . Also is a section for the action taken <br /> by the council and the date. In explaining this project tracking <br /> sheet, Mr. Schoenbauer used it to assess the acquisition and <br /> placement of the building recently donated from the City of <br /> Shoreview. (A copy of the tracking sheet assessment can be found at <br /> the end of these minutes. ) After his presentation Mr. Schoenbauer <br /> asked for comments from the board. Ray Johnson mentioned that at <br /> first glance he did not like the sheet, but after further <br /> consideration he thinks it's a tremendous tool to be used to track <br /> all projects. He thinks it should be used for any park development <br /> project in the city. He suggested adding the date the project is <br /> finished and have a sign off for the department managers. <br /> Ray Johnson also referred to the negative attributes of placing <br /> this building at Country Lakes Park. When the acquisition of the <br /> building was first presented to the board last month, staff <br /> suggested placing it at Country Lakes Park. After looking at the <br /> tracking sheet where the alternative of placing it at Birch Park <br /> was suggested, it appeared that there were other considerations. <br /> Ray thinks that if this building were placed at Country Lakes Park, <br /> because of the parks secluded location, it would be prone to heavy <br /> vandalism. He feels it would be far less subject to vandalism at <br /> Birch Park. Ken Johnson suggested perhaps putting the building at <br /> Birch Park and pulling the trailer from there to Country Lakes. <br /> Marty Asleson commented that he thought Birch Park was a better <br /> choice for placement of the building, and that Country Lakes may <br /> need to be re-designed in the future. <br /> MOTION: Ray Johnson made a motion to put into effect the project <br /> tracking sheet criteria for every park development from here on in <br /> the City of Lino Lakes. The motion was seconded by Candy Toffoli. <br /> After a brief discussion a vote was taken. All were in favor. The <br /> motion passed. <br /> MOTION: Ray Johnson made a motion to accept the building from <br /> Shoreview and locate it properly at Birch Park, and move the <br /> trailer currently at Birch Park to Country Lakes Park or wherever <br /> it can be moved to. Motion was seconded by Ken Johnson. All were in <br /> favor. The motion passed. <br /> Marty Asleson noted that crews will start to prepare the site and <br /> get the concrete slab down before it freezes. We should have the <br /> building sometime in October. <br /> 2 <br />
