PARK BOARD MEETING <br /> SEPTEMBER 8, 1992 <br /> Underpass on Birch Street - Marty Asleson explained to the board <br /> that the original cost estimate by the engineers was way under the <br /> cost that came in from all the bids. The original cost was <br /> estimated at $60, 000, the low bid came in at $89, 255. The amount to <br /> come from park dedication funds was originally set at $24, 000 <br /> however, with the higher cost this amount was adjusted up to <br /> $31, 989 . Linda Elliott reported that because of the shortened time <br /> frame, the City Council has already acted on this matter and <br /> approved the expenditure of the $31, 989 . Construction of the <br /> underpass started today and should be completed in approximately <br /> three weeks. Candy Toffoli commented that she sees the trails in <br /> the Birchwood Acres development are being used a lot with all the <br /> activity surrounding the new Rice Lake School. <br /> Ken Johnson asked if all of the additional $7989. was going to be <br /> coming solely from dedicated park funds. Linda Elliott says she <br /> will get a break-down of the cost share. Ken Johnson commented that <br /> he thinks the County should be more involved in sharing the costs <br /> here, after all this is a County road. He feels that although <br /> safety and transportation issues should be a concern of the County <br /> and the City, the prime responsibility should be borne by the <br /> school. <br /> Ray Johnson stated that he wants to go on record that he disagrees <br /> with dedicated park funds in excess of $24, 000 being spent for the <br /> underpass construction. " $24, 000 is all the park board agreed to. " <br /> MOTION: Ray Johnson made a motion that any amount exceeding $24, 000 <br /> spent on construction of the Birch Street underpass should be <br /> replaced to the dedicated park fund. The motion was seconded by <br /> Jacquelyn Farm. All were in favor. Motion carried. <br /> Marty Asleson suggested that those who feel the County should bear <br /> more financial responsibility for this underpass should contact <br /> their County Commissioner and express their feelings. <br /> Summerfest - Marty Asleson gave a follow up report on the <br /> Summerfest. He reported it was a success. All comments were <br /> positive and he has heard from a lot of residents who want to be <br /> involved in the festival next year. Linda Elliott explained that <br /> the council will be considering how extensively they will be <br /> involved in next years celebration. Funding of the event is the <br /> biggest consideration. <br /> Other Old Business - Ray Johnson commented that he has a number of <br /> concerns and questions regarding items he read about in Council and <br /> Planning and Zoning board minutes and also some questions regarding <br /> things he has noticed in the city that could be addressed under Old <br /> Business.
