PARR BOARD MEETING <br /> JUNE 1, 1992 <br /> members who have been on the board the longest, can recall ever <br /> having waived park dedication fees. Marty Asleson explained that <br /> because this is an Ordinance we are talking about, the City Council <br /> has the final say so. <br /> MOTION: Ray Johnson made a motion to recommend to the City Council <br /> that the Park Board does not waive the park dedication fee for the <br /> Roger Derrick/Cottage Homestead project. The motion was seconded by <br /> Candi Toffoli. All were in favor. Motion carried. <br /> Old Business: <br /> PARK LAND /ACCESS ISSUE - Marty Asleson referred the board to plate <br /> N-14 in the Comprehensive Plan. He explained that according to the <br /> plan we need to acquire a piece of property here. The piece we have <br /> been looking at is located in the Rice Creek Regional area near <br /> Baldwin Lake, just north of White Pine Road. A piece of property <br /> here would access the Regional Park. Previously we were interested <br /> in parcels of property along Town Road that is maintained by the <br /> County. But it was sold, as was all the property along there. Mr. <br /> Asleson has talked with several property owners in this area who <br /> don't want to split a small portion of their property off, or they <br /> want a very high price. The next step would be to see if there <br /> would be a way to purchase a piece inside the Regional Park. He <br /> asked if the Park Board thinks we should pursue the possibility of <br /> leasing from the County, as we still need a park in this here. We <br /> are looking for an open area that would lend itself to more passive <br /> type recreation. <br /> A discussion followed whereby it was decided that Marty Asleson <br /> would look into leasing land from the County. He reported that this <br /> has been done in Circle Pines and has worked out well. <br /> LOCAL PARKS AND REC UPDATE - Marty Asleson reported on the current <br /> status of the trails in Pineridge and Birchwood Acres developments. <br /> There is a drastic need for trails to get kids to the new Rice Lake <br /> School. Regarding Black Duck Estates, the developer, Eibensteiner <br /> has decided to move the trail from the platted lots to along the <br /> road right-of-way. Mr. Asleson also reported on the new Rice Lake <br /> School field. The grass is in and it's looking real good. We hope <br /> to be using it by the end of summer. <br /> GOLF COURSE INFORMATION - Marty Asleson referred the board to the <br /> information he supplied them in their packets concerning research <br /> he has done on golf courses and the City getting involved in <br /> construction of one. This golf course could cost several million <br /> dollars. A feasibility study would cost approximately $12000. to <br /> ,.� $18000. depending on whether the City owned the land or not. <br /> 4 <br />
