^ PARK BOARD MEETING <br /> MONDAY, APRIL 6, 1992 <br /> Birch Park was recently purchased and apparently will stay at that <br /> location. Also this summer, plans are to purchase sprinkler heads <br /> for this park. The pipes were all laid in last year but we ran out <br /> of money then, so we will be able to finish up this summer. <br /> Sunrise Park - Marty Asleson reported that city crews are <br /> starting to upgrade the fences here, and also adding a 15' foot <br /> warning track. He noted that without much financial support there <br /> isn't a lot more than can be done. <br /> Rice Lake Estates Park - John Bauman asked if there is any <br /> progress to report. Marty Asleson noted that whenever you want to <br /> acquire property from MDOT the process is very slow, but he will <br /> make it a point to check with Jim Kienath at Circle Pines on this . <br /> Rice Lake Elementary Site - This park will be ready by this fall. <br /> Marty Asleson suggested that we may be able to work with the County <br /> and share the expenses involved in using the Regional Park nearby. <br /> Park Grove Development - The Park Board made a visual inspection <br /> of this site prior to the meeting. This is the old Barott property <br /> just east of the PineRidge development. Actually it is an extension <br /> or second phase of Pineridge, but a separate development. It' ll be <br /> called Park Grove. Marty Asleson explained that there have been <br /> some changes in the state wetland laws effective January 1, 1992 . <br /> The original park dedication was approved in June of 1990 . At that <br /> time the recommendation was to accept the proposal of 3 . 16 acres as <br /> park land and then later add 2 . 2 acres when the next phase goes in. <br /> The original motion stated "Rick Carlson (developer) will bring the <br /> outlot to grade according to the grading plan on the plat" . The <br /> grading as presented originally cannot be done now because of the <br /> change in wetland laws. With that change, the Army Corps of <br /> Engineers has designated this as wetland. <br /> There is a ponding area on the west side of this parcel that Marty <br /> Asleson feels would be a "real .pretty park" , even though the park <br /> board policy is not to accept wetland as park dedication. His main <br /> concern is if the Army Corps will consider this property <br /> mowable/maintainable. He is waiting for word from them at this <br /> time. The engineers have indicated that once the pond is dug the <br /> water table will fall three to four feet. A 100 year bounce of up <br /> to two feet will also occur. <br /> MOTION: John Bauman made a motion to recommend to the council to go <br /> ahead with the original recommendation from 1990, with the <br /> exception of the grading reference.
