PARK BOARD MEETING <br /> MONDAY, APRIL 6, 1992 <br /> Birchwood Acres - This property was originally brought to the <br /> board when there was a different owner, that being Mort Huber. <br /> Since then ownership has changed and this parcel is now owned and <br /> being developed by Marcel and Keith Eibensteiner. Don Volk and <br /> Marty Asleson have looked at this property recently and noticed <br /> that there have been some noticeable changes, things look different <br /> since February of 1991 . On the original plat there was no drainage <br /> swale shown here, now there is, the developer has made a big ditch. <br /> In the original discussion there was no mention of a swale at all, <br /> the proposed plat was shown as an upland continuous park area with <br /> the adjoining site (Barott property) . Marty Asleson thinks the <br /> swale is in the wrong place. Don Volk would like to see this get <br /> straightened out soon. If staff cannot handle this effectively , we <br /> will have to ask Eibensteiner to come back to the board. The Park <br /> Board looked at this site and the Barott property next to it with <br /> a representative of Midwest Land Surveyors prior to this nights <br /> meeting, the board recommended to the surveyor that the property go <br /> back to the concept as was originally presented. The developer has <br /> agreed to do so. <br /> OTHER OLD BUSINESS: <br /> John Bauman asked if there was anything to report on a golf course. <br /> He thinks we should be hiring a company to look into this for us, <br /> and would like to see something on paper such as profits, pay-off, <br /> etc. Marty Asleson says he could get this information from the <br /> Minnesota Golf Foundation and bring it back to the board. This <br /> issue was not addressed in the comprehensive plan, although it was <br /> mentioned as an alternative for funds. <br /> NEW BUSINESS : <br /> School Underpass - Marty Asleson explained the need to put a walk- <br /> way across Birch Street to Rice Lake School . He and Don Volk <br /> suggest that an underpass is the safest way. The overall cost will <br /> be about $60 , 000 . . The School District is asking that we fund <br /> $24 , 000 . of that amount. The underpass will consist of an 81x 8 ' <br /> concrete culvert set approximately 10 feet below ground level going <br /> under Birch St. A similar underpass is installed in Circle Pines <br /> and they report no problems. The County would not be putting a <br /> lighted cross-walk in here for approximately five to seven years. <br /> We expect to be using the school property park by the end of this <br /> summer. Both Don and Marty want to work with the county to see if <br /> they can get them to relax the rules a little so that possibly a <br /> bike path or walk-way along the right-of-way could be put in. <br /> Although there is the concern of the speed of the passing traffic, <br /> and safety is the major issue. <br /> 3 <br />
