,.� PARK BOARD MEETING <br /> MONDAY, APRIL 6, 1992 <br /> Ray Johnson asked why the general fund couldn't pay for this, he <br /> feels that the trail system is not part of the parks and should be <br /> paid for by the developer. Don volk explained that there is no <br /> money in the general fund for this project. He (Mr. Volk) asked the <br /> board for a recommendation to spend $24, 000. for the city portion <br /> of the project, as it would be our responsibility if there is a <br /> problem with children getting to and from the park. <br /> John Bauman wondered if we wouldn't be setting a precedent if we <br /> should make an underpass here. We are in a similar situation with <br /> Lino Elementary and the Forest Lake School District. There was <br /> other discussion regarding how to control traffic, snowmobiles, <br /> etc. Don Volk suggested we could put up some type of control <br /> structure or blockage if there should be a problem with traffic. <br /> MOTION: There was no further discussion. Ray Johnson called for a <br /> motion. John Bauman moved to approve no more than $24 , 000 . in park <br /> funds to help fund the Birch Street underpass project. The motion <br /> was seconded by Brian Bourassa. All were in favor. The motion <br /> carried. <br /> Forestry - Marty Asleson reported that the City had applied for and <br /> received a grant from the DNR in the amount of $3240 . This will be <br /> used in conjunction with escrowed dollars to plant Wenzel Farms and <br /> Second Street. He also noted that he has just submitted an Oak Wilt <br /> Control plan to the county in hopes of gaining use of their <br /> vibratory plow again this year. Last year we were able to treat and <br /> control 28 disease centers. <br /> This year the Arbor Day ceremony will be on May 7th at Lino <br /> Elementary School . Earth Day will be held on April 25 at Circle <br /> Pines. <br /> Ray Johnson inquired as to how the tree ordinance was working with <br /> builders. Although he is optimistic, Marty says it is not always <br /> working as well as he would like. At this time he is requiring <br /> fencing to be put up around tree save areas. He says this is <br /> important to protect future homeowners and buyers from the spread <br /> of tree diseases and slowly declining trees. <br /> Recreation - The comprehensive plan alluded to the number of teens <br /> that will be residing within the city in the future. Marty Asleson <br /> noted how difficult it is to get teens involved in activities. He <br /> explained that he sent a letter around to the area high schools <br /> asking for volunteers to get involved in planning activities for <br /> teens, but did not get a good response. <br /> There are some teen activities planned for our spring and summer <br /> 4 <br />
