PARR BOARD MEETING <br /> FEBRUARY 3, 1992 <br /> Brauer & Associates has taken a real interest in this project, and <br /> is working on how to tie the request for funds in with his wetland <br /> management program. His idea is to develop the city's natural <br /> wetlands and use them to our recreational advantage. Mr. Asleson <br /> commented that he's very optimistic about the grant even though <br /> chances are very slim. The deadline to get the request in is <br /> February 7, 1992. Time is short, but it looks like they will make <br /> the deadline. <br /> Don Volk commented that the first part of the application is very <br /> stringent. If we get by the first part, it may be necessary for the <br /> City to spend some dollars to pursue it further. At some point it <br /> will be necessary to submit a very detailed plan that may require <br /> some outside assistance. He also stated chances of receiving a <br /> grant are very slim, there are about 700 applicants applying for <br /> the $29 million in state grant monies. This application is for <br /> grants for 1993 and beyond, and it will be awarded later this year. <br /> Marty Asleson and Don Volk will keep the board informed of the <br /> progress. <br /> Brauer & Associates, - Approval of Funds: - Marty Asleson referred <br /> the board to a letter from Jeff Schoenbauer that was in their <br /> packet$. The letter was reminding the City that Brauer and <br /> Associates is near completion of the comprehensive park plan as <br /> much as was originally agreed upon at the onset of the project, and <br /> Mr. Schoenbauer is asking the City to now decide whether they want <br /> to include additional tasks in the scope of the project. Those <br /> being: Task I - Administrative/Management Framework for an <br /> additional cost of $1, 900, and Task II - Financing Sources for Park <br /> Land Dedication and Development, an additional $700. 00. <br /> Ken Johnson asked whether this request would just be repeating <br /> what's been talked about already. Bill Nissen wanted to know if we <br /> agree to add Task I, could we go back and add Task II, and would <br /> the cost be the same? Marty Asleson explained there will be another <br /> Comprehensive Park Plan Committee Meeting on February 20, and these <br /> issues will be addressed at that time. Ken Johnson also asked if <br /> there is anything new in the area of financing that could be <br /> expanded upon, that hasn't already been touched upon. He feels that <br /> funding and financing options are always changing. <br /> Don Volk says he would recommend accepting Task I, the <br /> Administrative/Management Framework first and then if possible <br /> later on down the line consider accepting Task II. He feels that <br /> the administrative part would be a help to the park board and <br /> council as far as direction goes.
