PARR BOARD MEETING
FEBRUARY 3, 1992
use and design are the right people to consult for administrative
guidance. Marty Asleson explained that Jeff Schoenbauer is a parks
and recreation planner and an architectural designer and that his
staff has a cross reference of expertise. John Baumanm asked if the
funding would come from dedicated funds. Yes, Marty will get the
correct amount of the dedicated park fund balance for the next
meeting. Mr. Asleson says that Mr. Schoenbauer is awaiting an
answer and would like to hear as soon as possible.
Ken Johnson says he would like to get input from the two board
members who are absent tonight. Marty Asleson suggested he poll the
board. When polled, Bill Nissen stated he's not sure if $2000. 00 is
the right amount to spend on additional input, he says he could go
either way at this time. John Baumann feels the administrative plan
might be good, but definitely "no" on the financial part. Ken
Johnson feels the same way, he can't see paying for the financial
part when funding and financing is so unpredictable. He asked Marty
Asleson to poll the absent members, and if they're in agreement,
the board will go with the acceptance of Task I only.
Don Volk noted that the comp plan is getting close to completion,
and if this additional task is accepted soon it could be
incorporated into the original document and not be an addendum.
Marty Asleson explained that Mr. Schoenbauer has some aerial photos
left to take before completion of the plan, it could be finished in
April.
Ken Johnson asked if there was any response to the comprehensive
park plan public informational meeting held on January 29th. Marty
Asleson reported no reaction either way. He noted that most of
those who attended were members of the comp plan committee and only
about three or four other people who were not involved. Bill Nissen
suggested running a by-line on cable T.V. at the bottom of the
screen either during or at the end of meetings asking people to
call City Hall if they have any questions, concerns or comments
regarding the issues they are currently viewing.
Parks and Recreation Update: - Marty Asleson distributed copies of
the Lino Lakes Fall and Winter Recreation Report and highlighted
some of the programs that were offered. He explained that several
programs had to be dropped, such as ball sports in some of the
elementary schools and a broomball league for teen-agers for lack
of interest. He also noted that many of the programs have been a
real success such as aerobics, country-western dance, martial arts
and adult basketball. The skating programs have had an excellent
turn out, but there has been a problem keeping ice because of the
warm weather since Christmas. Country Lakes Park ice rink on the
lake couldn't be used at all this year. Mr. Asleson explained the
4
