PARR BOARD MINUTES <br /> Monday, December 2, 1991 <br /> Mr. Menkveld that the park land be enlarged on the east side to <br /> include lot 25 and make room to park about 5 or 6 cars here at the <br /> end of the street . Mr. Menkveld was not in favor of this plan, <br /> however, Don Volk pointed out that by making the road come straight <br /> in to the park land and using the end of the road for a small <br /> parking area and turn around, squaring off the adjoining lots 24 & <br /> 26, and not having a cul-de-sac there as the plat shows, there <br /> would be a savings of road and curb costs for Mr. Menkveld. <br /> Candi Toffoli noted that the trail runs through the back of lots 9 <br /> through 15. Mr. Menkveld agrees that this is not ideal, but it does <br /> serve trail needs, and,that the trail is not close to the houses. <br /> Marty Asleson says he has seen this in other communities and the <br /> citizens seem to like the natural setting of the trails. He says <br /> one of the main ideas is to hook up to the regional trails on the <br /> other side of Marshan Lake from here. <br /> Don Volk suggested to the board that they should be sure when they <br /> make their recommendation to the council, that they note that <br /> trails in the area be held to 884 contour, no lower, and also if <br /> the board agrees to allow a trail here, the developer be required <br /> to obtain DNR permits, which he would most likely do anyway. Mr. <br /> Menkveld says there should be no problem with this. Mr. Volk <br /> questioned the type of soil, as the City will have to use equipment <br /> here. The ground is very solid here. And would be under water for <br /> a short time during heavy rains, probably only a few times a year. <br /> MOTION: Candi Toffoli made a motion to recommend to council to <br /> accept for park dedication, the proposed trail dedication along the <br /> lake, with the stipulation that the trail be no lower than an <br /> elevation of 884 contour, and that the developer get DNR approval <br /> for this, and for park land dedication, eliminate the cul-de-sac on <br /> Park Circle, eliminate lot 25, and re-configure lots 24 and 26 <br /> slightly to square off the park land. The motion was seconded by <br /> John Baumann. All were in favor. The motion carried. <br /> Weaver Property - Kirk Corson - This is an update of the park <br /> proposal that was accepted at the August 5, 1991 meeting. The <br /> Weaver property being developed by Hokanson Development will be <br /> called Quail Ridge. That proposal was contingent upon acceptance of <br /> the DNR and the Anoka County Highway Department. The highway <br /> department would have to accept the trail coming across the right- <br /> of-way on Birch street, east of Pheasant Run. Our city engineers <br /> have written the highway department asking for approval, and we <br /> have not had a response as of this date. Marty Asleson says that <br /> the reply could be here by the first of the year. Don Volk added <br /> 3 <br />
