PARK BOARD MINUTES <br /> ,.., Monday, December 2, 1991 <br /> that he knows it is not normal practice for the county to allow <br /> trails on their right-of-way. Mr. Corson asked what other options <br /> he has, if that should be the case. This would mean that the <br /> developer would then be responsible to build a trail over to <br /> Captain's Place, so that people can get out to Black Duck Drive on <br /> the east. Captain's Place is now owned by the City. <br /> Mr. Corson noted that he has submitted his final plat, and expects <br /> to be on the council agenda in December. Marty Asleson said he <br /> expects to have an answer from the county and/or DNR within a <br /> month. <br /> MOTION: A motion was made by John Baumann to approve the Quail <br /> Ridge 15 foot trail easement to run from Wild Turkey Trail to the <br /> proposed 3. 1 acre park in this development, and also a trail system <br /> at the rear of lots 8 & 9 that come out to Captain's Place. This <br /> motion is contingent upon the jog being accepted by the Highway <br /> Department, or adding on to the existing culvert to make the path <br /> connect. Motion was seconded by Candi Toffoli. All were in favor. <br /> Motion carried. <br /> Pheasant Hills Land Trades - Don Volk preceded Mr. Vaughan's <br /> presentation by explaining the history of the Pheasant Hills <br /> development. Back in June of 1990 park dedication was accepted that <br /> would include an island of approximately 10-15 acres and a <br /> peninsula of approximately 3 acres in size. (a copy of those <br /> minutes is enclosed) . Mr. Vaughan handed out written proposals to <br /> the board, and explained that after meeting with Dave Torkildson <br /> from Anoka County, he (Mr. Vaughan) would propose to keep the <br /> island part of his dedication for development in exchange with the <br /> county to access Sherman and Ward Lakes, the county would then give <br /> him a 20 acre parcel of buildable land from within their Regional <br /> Park Preserve so that he would be able to trade this parcel for the <br /> island. This property is located north of Marshan Lake and <br /> southeast of the I-35W and Hwy 49 interchange. This trade would <br /> give the county control of the access that they want into the <br /> Regional Park from the lakes and would also serve to satisfy Mr. <br /> Vaughan's park land dedication to the city. Mr. Vaughan feels <br /> that if he can keep and develop the island, he will be able to <br /> build a road from the north of the Weaver Property (Quail Ridge) to <br /> the island. <br /> Don Volk explained that the comprehensive park plan shows a need <br /> for a larger parcel of land near the school property, and suggested <br /> the park board may want to negotiate this within the parcel to <br /> satisfy park needs. Mr. Vaughan says his preliminary plat has <br /> already been accepted, and that he has nothing inside his boundary <br /> to dedicate for park land. <br /> 4 <br />
