PARR BOARD MINUTES <br /> ^ Monday, December 2, 1991 <br /> Mr. Vaughan thinks that the city would gain in that they would be <br /> able to collect taxes from the additional upper level executive <br /> homes that he proposes for the island. He also stated that he <br /> considers the island to be worth approximately a half million <br /> dollars, and if the city wants to keep it he will probably never <br /> sell the property around it. <br /> Marty Asleson explained that in talking with Dave Torkildson he <br /> discovered that Metropolitan Council lands cannot be traded, they <br /> must go through the purchase process. <br /> George Lindy asked Mr. Vaughan why he was anxious to relinquish the <br /> island when the park dedication proposal first came to the park <br /> board. Mr. Vaughan explained that he never really wanted to give up <br /> the island, but he felt by doing so, it would expedite the process <br /> with the city. Mr. Lindy also questioned how the additional 20 <br /> acres would fit into the comprehensive park plan. <br /> A discussion of the over all comprehensive park plan followed. <br /> There is a meeting planned for next week on December 10 between all <br /> the city boards, the Council and Mayor, the city engineers and the <br /> Park System Planning Advisory Committee. The purpose of this <br /> meeting is to present the comprehensive plan for review. <br /> After much discussion, the board mutually agreed to hold off on any <br /> decision concerning the "Pheasant Hills Land Trade" until after the <br /> comprehensive park plan meeting on December loth. <br /> Parks, Recreation and Forestry - Marty Asleson explained that he <br /> had discussed the new park dedication formula with Marty Walsh, the <br /> Parks Director from the City of Vadnais Heights. Our new <br /> commercial/industrial formula was based upon the one from Vadnais <br /> Heights. Mr. Walsh reported that the new formula is working well <br /> within his city. John Baumann mentioned that he would like to keep <br /> the park dedication fee low for future new businesses coming into <br /> the city, and wondered how this new formula would affect them. <br /> Marty Asleson commented that we will have to "wait and see" as <br /> commercial development grows, and perhaps change as we go along. <br /> Golf Course Discussion - Marty Asleson reported that he and Bill <br /> Nissen had previously discussed the golf course issue. He (Marty) <br /> reports that he recently attended a MRPA convention, and talked <br /> quite a bit with golf course people and seems to have gotten some <br /> direction from them. He hasn't had time to pursue this with Bill <br /> Nissen any further. The idea of using a student intern for research <br /> is still being considered. <br /> George Lindy referred to the mention at the last meeting of <br /> 5 <br />
