The church is aware that the City is looking <br /> for additional property in this area for park land and would like <br /> the city to commit to the purchase of 8.6 acres at the cost of <br /> $96,578.00. <br /> The closing date on the purchase of the property is December 1, so <br /> the church would like the Park Board and Council to make a decision <br /> as soon as possible. Mr. Yantos says that he will pursue an <br /> agreement with a developer should the city not be interested in a <br /> purchase arrangement with them at this time. <br /> In earlier discussions between Marty and Mr. Yantos there was the <br /> mention that the city may choose to condemn this property. The <br /> following is quoted from the letter Mr. Yantos sent to Marty <br /> Asleson and the Board. "Because you have indicated that the city <br /> may choose to condemn this property, I sought the opinion from <br /> several different attorneys and appraisers as to what would be a <br /> fair position on this property. They informed me that should the <br /> city wish to condemn this property that the city would have to pay <br /> severance damage on wetland property. Our selling price is based on <br /> this consideration. " <br /> Marty suggested he would contact the City Attorney to get an <br /> opinion on the Church's proposal and also commented that it would <br /> be a good idea to have an appraisal on this property so we know the <br /> exact value here. He also noted that there is not any other space <br /> available in this area that would gain access to the County Park, <br /> anything else is zoned commercial. A discussion followed where the <br /> board agreed that they did not want the City to be part of the <br /> Church's purchase agreement. The board collectively agreed that <br /> they would adopt a "wait and see" position regarding this matter. <br /> George Lindy pointed out that the board does not want to spend <br /> money in excess of the budget allowed for this purchase, and <br /> everyone agreed this might be a case where plans can't go according <br /> to the Comprehensive Plan. <br /> Athletic Complex Site Re-locate Committee - A meeting of the <br /> committee to select sites for an athletic complex and Jeff <br /> Schoenbauer from Brauer and Associates was held on October 5th. At <br /> that time the committee made five site selections. They are: Parcel <br /> "A" located at Birch Street and Centerville Road, Parcel "B" <br /> located at Birch Street (adjacent to City of St. Paul Water Works <br /> easement) , Parcel "C" located at Holly Drive and Cedar Lake, Parcel <br /> "D" located at Holly Drive and Co. Rd J and Parcel "E" located at <br /> 62nd street and Hwy. 49. <br /> 4 <br />
