n CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> MONDAY, OCTOBER 4, 1993 <br /> information provided by the board. There was no decision or <br /> recommendation made at this time. It was decided that this project <br /> would be further discussed at the goal setting session scheduled <br /> for 7:00 pm on Wednesday, October 27th. <br /> NEW BUSINESS••Oaks of Lino Lakes Park and trail dedication proposal <br /> This item was moved up in the agenda to accommodate Mr. Kirk <br /> Corson, representative of Hokanson Development in the audience at <br /> this time. Hokanson Development is proposing a development of <br /> approximately it acres located south of Birch Street and east of <br /> Old Birch St, bordering the west side of D. Erickson 2nd Addition. <br /> According to the comprehensive plan there is no need for park land <br /> here so the park dedication will be in the form of cash at log of <br /> the market value of the it acres. Of the 11 acres on the site, only <br /> 5 are considered non wetland. Even though the land is dry and able <br /> to be walked on, according to recent wetland regulations it is <br /> considered wetland because of certain wetland species found there. <br /> The developer paid only $50 per acre for the wetland. <br /> Mr. Corson met with Marty Asleson and Jeff Schoenbauer at the site <br /> and reviewed the trail requirements. The developer is proposing a <br /> trail on the existing farm road crossing the wetlands between the <br /> project site and Old Birch St. This trail could be extended to the <br /> high land to the south (Saddle Club) and also to the cul-de-sac <br /> between the two most southerly lots. <br /> A lineal trail corridor traverses through this area as depicted on <br /> page 619 of the Comp Plan (trail segment 133) . This is a spur trail <br /> corridor that is intended to link up with Birch Street and into the <br /> main corridor trail to the south (trail segment 132) . Since it may <br /> be some time before the trail segment north of the proposed <br /> development goes through (due to wetland issues it may not be <br /> possible at all) it may dead-end on the west side and some day may <br /> go out to Old Birch street and then connect in to trail segment 132 <br /> to the south. Because of the wetland laws there seems to be no <br /> other solution. Marty agrees and suggested the park board accept <br /> the trail and park dedication proposal. <br /> MOTION: <br /> Brian Bourassa made a motion to recommend that council accept the <br /> park and trail dedication as proposed, but with the condition that <br /> the developer post and define the trail as a future trail site at <br /> the end of the trail with signage, and fence it off from adjoining <br /> residential property. (This is to avoid any other problems such as <br /> what happened with the Woodridge Estates .trail) .). The motion was <br /> seconded by Jacquelyne Farm. All were in favor. Motion carried. <br /> 2 <br />
