CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> MONDAY, JULY 121 1993 <br /> One matter of concern to the residents is that of those living <br /> along Jeanne Drive and their access to the park. As indicated in <br /> our comprehensive plan, the trail extension east along the Bradley <br /> Street right-of-way seems to be an important link to establish in <br /> the future. Marty Asleson suggested that for now maybe simply <br /> clearing a path would suffice so that residents could walk to and <br /> from the park. Brian Bourassa reminded the board of it's decision <br /> several months ago that all trails should have bituminous overlay <br /> when they go in. <br /> There was also some discussion regarding drainage. Brian Bourassa <br /> explained two separate grade plans that he prepared for the park. <br /> Both would improve the situation. He will come back with an update <br /> at a later time to inform the board as to what plan he chose. <br /> Marty Asleson commented that the project seems to be following the <br /> correct process. Staff will follow through and set a time for the <br /> neighbors to help with the project sometime after the summer is <br /> over, as per the neighbors request. <br /> g. Acquisition of property for Athletic Complex <br /> The comprehensive plan has identified a need for a 50 acre parcel <br /> to develop an athletic complex off of Holly Drive and 12th Avenue. <br /> The Park Board has made it a priority item to locate a site and <br /> pursue the purchase with a down payment at today's prices, assuming <br /> the cost of property in that area will escalate. <br /> The owners of the property that has been sited for purchase are the <br /> Whitcomb family. Marty has been in contact with them. Although the <br /> Whitcombs showed interest in our needs, they also have an agent <br /> investigating the prospects of a development at this location. Also <br /> to be noted is that since Marty's initial discussion with the <br /> Whitcombs, several developers are looking at the same piece of <br /> property. This area is in the MUSA and in the last two years since <br /> selecting the site, sewer and water is moved up to the property. We <br /> may have to look elsewhere. <br /> Marty Asleson has spoken with the City Finance Director about <br /> setting up a budget for this project. It was also suggested that an <br /> attorney be contacted to work with the finance director to analyze <br /> different financing scenarios such as a bond, or lease purchase, <br /> etc. There was some concern expressed that the City Attorney may <br /> not look at this as a project requiring immediate attention. <br /> Perhaps another attorney with a lesser work load would be of more <br /> assistance at this time. <br /> There was discussion regarding the possibility of seeking another <br /> --. site should the Whitcomb property be unattainable, and also <br /> 6 <br />
