CITY OF LINO LAKES <br /> ,..� PARK BOARD MEETING <br /> MAY 3RD, 1993 <br /> feels that the actual size of the ballfield, safety concerns of the <br /> park location and proximity to neighboring properties are concerns <br /> that should limit the use of this field and perhaps not allow ball <br /> playing there. Mr. Franke suggests the use of signs stating such. <br /> He has had verbal confrontations with the youth in the past, but <br /> has not tried talking with them to explain his feelings and <br /> concerns. <br /> Marty has checked with the League of Minnesota Cities and the City <br /> Attorney who both agree that the city has the legal right to limit <br /> the use of the park as long as it is addressed in the park <br /> ordinance. <br /> When asked for his opinion, Officer Keller explained that this is <br /> a matter of enforcement. An issue such as this dealing with youth <br /> wanting to use a park to play ball will not get much support if he <br /> should have to bring the problem in front of a county judge. He <br /> also thinks that there could be more of a problem if the park were <br /> signed to not allow ball playing. He would prefer trying to work <br /> with the youth. He thinks it would be pretty hard to discourage the <br /> use of the ballfield. <br /> r-� The board discussed how to address the youth here. They are <br /> reluctant to ask the police to interfere initially. It was agreed <br /> that Marty should get in touch with the youth and parents and even <br /> Mr. Franke and try to reasonably work out a solution with them, <br /> maybe have a neighborhood meeting. Joe Schmidt volunteered to work <br /> with Marty on this. They will report on this at a future meeting. <br /> OLD BUSINESS: Country Lakes Master Plan - Jeff Schoenbauer was at <br /> the meeting to get input from the board for his re-design of <br /> Country Lakes Park. He showed slides of the area taken from the <br /> air. Mr. Schoenbauer explained that this park has many amenities <br /> with which to work. He suggested the beach should be used more and <br /> perhaps a shelter(s) to serve 15 to 50 people. Everyone would like <br /> to see the area opened up more. There will have to be more lighting <br /> for security reasons. Jeff also suggested some volleyball and <br /> horseshoe areas. There was discussion regarding the usage of the <br /> beach. Is it reasonable to establish a swimming beach here because <br /> of the vast amount of marshes? If there is a beach here will it be <br /> extremely costly to maintain? Also of some consideration should be <br /> the ADA (Americans with Disabilities Act) Standards. Another item <br /> to give some thought to would be trails and the possible historical <br /> importance of the area. Mr. Schoenbauer advised the board that he <br /> will take these suggestions and concerns and develop the concept. <br /> He suggested neighboring residents be invited to the next park <br /> board meeting.
