CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> MONDAY, FEBRUARY 1, 1993 <br /> this area. Any available property seems to have been sold just <br /> before us or is priced too high to make a purchase practical. <br /> There was a long discussion where there were questions regarding <br /> low lands. Mary Johnson commented that the pond in the proposed <br /> park area is not really what she would consider a pond. It's "dirty <br /> and messy, and needs cleaning up. " One neighbor who resides in the <br /> property to the south of the proposed park is concerned about the <br /> trails coming in. There was also concern as to whether the <br /> necessary low land permits could be obtained. Jeff Knutson, <br /> representative for the developer was in attendance and explained <br /> that he hasn't gone through the permitting process yet, that would <br /> be the next step after preliminary plat approval from the council. <br /> George Lindy thinks that there is enough concern shown tonight that <br /> it may not be a good idea to make a decision until the entire board <br /> has a chance to view the property. Because this matter is <br /> scheduled to go before the city council for approval of the <br /> preliminary plat next Monday, it was decided that a special meeting <br /> of the park board to view and make a decision on the park <br /> dedication be set for this Saturday, February 6th at 12 : 00 noon. <br /> n <br /> Woodridge Estates - Update: This is a follow up to concerns brought <br /> before the board in January of 1992 by Mr. Appleby and Mr. Kuny, <br /> both residents of Woodridge Lane. At that time both residents <br /> expressed how unhappy they were that the developer (Rick Carlson) <br /> had recently placed trails very close to their houses. It seems <br /> that the developer located the trails different from where the city <br /> expected they would be. They were not aware at the time they <br /> purchased their houses that trails would be situated were they are. <br /> They asked for suggestions from the board. The board agreed that it <br /> should be the developers obligation to provide a trail access and <br /> alternatives. They also stated that they would prefer not to see a <br /> trail where it is legally described and would like to see an <br /> alternate route. Staff was then asked to seek legal advice on this <br /> matter. Marty Asleson explained that upon legal advice from the <br /> city attorney he was advised to communicate to the developer that <br /> if the trail segment is not completed by this spring (when this <br /> becomes a workable situation) that the city will take steps to <br /> prompt the developer to follow through. This could possibly include <br /> the withholding of escrow dollars and future building permits. Mr. <br /> Kuny has requested we keep him apprised of any progress. There is <br /> no other information to report at this time. <br /> Shores of Marshan Lake - The developer has submitted letters to the <br /> Army Corps of Engineers applying for permits to have parts of the <br /> � trail relocated. There is no further information on that process at <br /> 2 <br />
