CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> MONDAY, FEBRUARY 1, 1993 <br /> this time. Marty Asleson reports that he has been directed as staff <br /> to spend no more time on this issue, and that the city council may <br /> consider trail relocation if the developer has the permits <br /> approved. The city council does not want to consider a <br /> trail/sidewalk situation. <br /> John Bauman suggested that perhaps there should be minimum setback <br /> requirements so that this trail placement problem doesn't surface <br /> again in future developments. Linda Elliott explained that the <br /> council has made it a policy that from now on there will be no <br /> final plat approval by the council until the trail plans are <br /> accepted by the park board and the developer must adhere to that <br /> rule. <br /> Brandywood Trail Permit - Marty Asleson brought the park board up <br /> to date on the progress of this trail issue. A permit has been <br /> applied for from the Department of Natural Resources to allow a <br /> trail crossing of protected wetlands in the Brandywood development. <br /> The DNR did not approve the permit request. It suggested the <br /> alternative of a boardwalk be designed in the area. Mr. Asleson <br /> says that the possibility of an appeal of the DNR decision could be <br /> considered pending the outcome of a similar request by another <br /> city. If the eventual appeal is in the favor of the city, then we <br /> could expect to be able to culvert the two crossings in Brandywood. <br /> In the meantime he has asked SEH to give us a budget for the design <br /> and expediting of the boardwalk permit. He will also ask Brauer & <br /> Associates to submit a similar budget. Mr. Asleson is of the <br /> understanding that in the Brandywood second addition, it is the <br /> responsibility of the city to design and contract for the wetland <br /> crossings and the costs will be assessed to the Brandywood project. <br /> Marty suggested the board consider whether they thought it would be <br /> worth the costs and time to appeal the permit decision. He will get <br /> more information on boardwalks. The board as a whole was of the <br /> opinion that the money should be spent to appeal the decision. <br /> Recreation Updates - <br /> Brochure: Barry Bernstein explained that staff has already <br /> begun to put information together for the upcoming Spring and <br /> Summer Parks and Recreation brochure. We will be able to offer <br /> increased opportunities in summer programs because of the <br /> availability of Rice Lake Elementary facilities. We have also <br /> expanded our program offerings so the brochure could be up to 12 <br /> pages this year compared to the 8 page brochure last year. <br /> Adult Indoor Soccer: We have an opportunity to use the indoor <br /> 3 <br />
