PARK BOARD Page 2 October 6, 1986 <br /> Volk will update the Board when further information becomes <br /> available. <br /> BALDWIN LAKE PROPERTY <br /> The City has received correspondence from the City of St. <br /> Paul asking for a decision as to whether the City of Lino <br /> Lakes wishes to purchase the property near Baldwin Lake. <br /> (This issue has been discussed at several Park Board <br /> meetings during the past year. ) City staff, per Park Board <br /> request , prepared and sent out a survey to those property <br /> owners adjacent to the property in question , asking for <br /> their opinions and comments . Responses should be received <br /> by the next Park Board meeting. This item will <br /> appear on the November, 1986 Park Board agenda. <br /> CONSIDERATION OF MINUTES - SEPTEMBER 3, 1986 <br /> Mr. Ken Johnson moved to approve the 9/3/86 minutes as <br /> presented. Mr. Baumann seconded the motion which carried <br /> unanimously. <br /> PARK DEDICATION - BALDWIN LAKE COURT <br /> Ms . Joan Archer represented Paul Howard (owner of Baldwin <br /> Lake Court) regarding the park dedication requirement for <br /> the 21-unit addition that Mr. Howard is currently building <br /> at Baldwin Lake Court . <br /> Ms. Archer stated that the June, 1979 Park Board minutes <br /> state that the Park Board recommended that the City accept <br /> money for park dedication for this addition rather than <br /> land. Whether or not the City Council took final action on <br /> this issue back in 1979 will need to be researched by City <br /> staff. <br /> Ms. Archer' s interpretation of the current park dedication <br /> ordinance was that Paul Howard would be required to pay <br /> whichever is less : $160 per 21 sites ($3 , 360) or 10% of the <br /> market value of the land (market value on tax statement was <br /> $5, 600 X 10% _ $560) . Ms . Archer stated that Mr. Howard <br /> chooses to dedicate the $560 figure. She also said that Mr. <br /> Howard plans to develop a tot lot and common space picnic <br /> area for Baldwin Lake Court residents . He would maintain <br /> these areas - they would not become City property. The <br /> Board told Ms . Archer that this tot lot and common space <br /> would not be considered park dedication because they would <br /> not become City property. Ms . Archer said that Mr. Howard <br /> feels that providing these recreational areas and sewer and <br /> water to his residents should be taken into consideration <br />
