PARK BOARD <br /> April 7, 1986 <br /> Page Two <br /> COUNTRY LAKES PARK <br /> Boat Launch <br /> Mr. Volk, Mr. Nissen and Mr. Lindy reported their recommendations with regard <br /> to a boat launch at Country Lakes Park as follows. Due to the fact that there <br /> is no other economically feasible alternative, a carry on boat launch for non- <br /> motorized watercraft only should be prepared, properly roped off and signed as <br /> such, along one side of the beach area. Any other location would require a <br /> lengthy walk to the water or-!very high costs of fill to make a location suit- <br /> able on which to build a drive/turn-around. <br /> Mr. Schumacher said that in earlier conversations with the persons managing the <br /> grant funds from which this park was built, the major concern was that the <br /> walk not be .too long to put a watercraft into the water. The consensus of the <br /> Board was to plan for a carry-on boat launch alongside the beach for non-motorized <br /> watercraft only. Cost estimates and approval through the grant program will have <br /> to be checked on by staff. <br /> Dock <br /> Mr. Volk proposed a particular design of dock to be built for Country Lakes <br /> Park by the City crew for a cost of approximately $3,500. In checking with <br /> a company called "Port-a-Dock", he found they would be able to build an identical <br /> dock for approximately $1,500 less. This price was a ball-park figure and not <br /> an actual written quote and the price would not include railing which would need <br /> to be added to the dock beyond where the water is three feet deep. This model <br /> is easily dismantled and can be raised/lowered with a removable winch. Epoxy <br /> paint would be used on the steel construction and cedar decking would be left <br /> .Natural. <br /> MOTION: Mr. Flannery moved that Mr. Volk solicit written quotes from Port-a- <br /> Dock and some other competitors and bring the written quotes to the next Park <br /> Board meeting. Motion seconded by Mr. Baumann. Carried unanimously. <br /> SCHOOL PROPERTY AS PARK <br /> Ray Johnson stated that with the% City's approval, he approached Warren Tester, <br /> the Business Manager for the School District, with a proposal for the City to <br /> use, for park purposes only, the property which the school owns on Birch Street, <br /> until such time as the school district needs the property. Mr. Tester checked <br /> into the idea and agreed with the concept. The Park Board had before them a <br /> first draft of the "ground lease" for the property. Some of the specifics <br /> were: 1) 15 year lease, unless mutually agreed to terminate before that time, <br /> 2) City's right to install playground equipment, but make no improvements, <br /> 3) Consideration of $1.00 per year, 4) City pay any utilities and maintain, <br /> 5) Lease unassignable and City to place no liens, charges or incumbrances on <br /> the property. <br /> The Board discussed the possibility of preparing football, soccer or baseball <br /> fields on the property. Before a decision is made however, the lease will have <br /> to be acceptable to both parties and a tour needs to be taken to find the most <br /> suitable spot for the fields and decide what needs the children in the area <br /> have. <br /> Mr. Volk suggested a meeting with the School Board and members of the Park Board <br /> and City Council to discuss the proposed lease. <br />
