City of Lino Lakes <br /> Park Board Meeting <br /> �-1 November 4, 1996 <br /> One of the petitions, the hockey rink, is highly dependent upon <br /> MUSA land expansion. The picnic shelter, now located in the MUSA <br /> expansion area, is a fairly large shelter in Brauer' s opinion to <br /> place in the area that is petitioned for this use. The half- <br /> court basketball ties into the Comprehensive Plan standards . The <br /> volleyball court also fits into these standards . <br /> The ballfield is positioned and has been modified to make the <br /> other park elements work, such as the trail to the south of left <br /> field. The distance from the property line to the north of the <br /> backstop is about 65 feet . The other side is about 75 feet . We <br /> need enough room for a trail in this area. It has been a general <br /> policy to keep trails as far away from property lines as possible <br /> when we can. The definition of Informal playfield is defined in <br /> our Comprehensive Plan on page 4-26 . He asked the members to <br /> refer to the enclosed copy of this page. He would prefer to not <br /> move this backstop since it is already installed, and in order to <br /> maintain enough distance for people, trail and landscaping. He <br /> would prefer to seek some additional soil for the left outfield <br /> area to make this area more playable. A skinned infield (aglime) <br /> has no bearing on the status of formal or informal use; rather <br /> the classification is tied to the need to provide city residents <br /> an area for unstructured pick-up games and neighborhood type get- <br /> togethers, and other uses as defined in section 4-26 . Informal <br /> fields can be either aglime or grass . <br /> Marty explained, based on the criteria set forth in the <br /> Comprehensive Plan, this is up to the discretion of the Park <br /> Board. However, if there are any questions that come up that <br /> cannot be answered, the matter should be deferred and researched, <br /> with the exception of the question of MUSA land expansion. <br /> Joe asked Marty to read Marilyn' s memo regarding the petitions . <br /> (placed in minutes book) <br /> Marty then read the descriptions of each of the five petitions . <br /> Petition 1 had 418 signatures and was for a half court basketball <br /> court . Petition 2 had 406 signatures and was for a hockey rink. <br /> There were 419 signatures on petition 3 which is for a groomed <br /> infield with bases, as well as having the backstop be no more <br /> than 50' from property line . Petition 4 is for a picnic shelter <br /> and had 418 signatures . Petition 5 was for one sand volleyball <br /> court and had 420 signatures . <br /> 2 <br />
