November 4, 1996 <br /> Mr. Brian Wessel <br /> City of Lino Lakes <br /> Community Development Director <br /> 1189 Main Street <br /> Lino Lakes, MN 55014 <br /> Dear Brian: <br /> It has come to my attention that a hiking trail is being proposed on the West side <br /> of Marshan Lake, planned to end at the future City Center, or possibly continuing <br /> around the park to Birch Street. <br /> I have lived along Marshan Lake for 15 years and have many concerns with the <br /> idea of putting in a hiking trail along the lake. <br /> Much of the land between the lake and our house is bog or part of the lake itself, <br /> under high water conditions. This area would be extremely difficult, expensive <br /> and maybe under current regulations impossible to build on. The higher land is <br /> relatively close to my house and would destroy our privacy. <br /> r It is one thing to put in trails in new developments giving buyers the option of <br /> determining if they want the trail adjacent to their land, but it is much different to <br /> run a trail in an area that has been the private property of a homeowner for many <br /> years. <br /> I have concerns over the safety of my family and others who would.use this trail. <br /> The trail would be well away from other public areas making it difficult for the <br /> police to adequately patrol. It would provide someone access to the rear of our <br /> house and make it much easier to successfully break in unobserved. <br /> A much better solution would be to utilize the easements along Lake Drive. This <br /> area would be accessible for people to enter and exit the trail where they wish. <br /> To place the trail for long stretches with private property on one side and the lake <br /> on the other would be to invite people to trespass. <br /> Public walking trails can be a nice amenity if they are built in appropriate areas.
