Pave remaining trail segments . <br /> Rick explained that on April 28, 1998, Shirley Patterson, from <br /> the Wenzel Farms Townhome Association, informed him that the <br /> Association had decided to table the issue. It appears their <br /> primary concern deals with the potential liability the Townhome <br /> Association may face . <br /> Jeff asked if the liability was the main concern of the Townhome <br /> Association. Rick stated that allowing public use on a private <br /> road did concern the Townhome Association. <br /> Sharon stated that there is already a lot of public use on that <br /> road. <br /> Rick explained that an additional easement was needed on the west <br /> side. The Park Board could look at the possibility of a bridge <br /> and paving the roads when the Townhome Association granted a <br /> trail easement. <br /> Jeff noted that this issue would be a problem in the future also . <br /> Pam asked if the private home owners in Wenzel Farms Developments <br /> could be notified that a trail would not be developed at this <br /> time. Rick indicated that he would notify those residents . <br /> EXCESS FUND BALANCE : <br /> Rick stated that at the April 22, 1998, Council Work Session the <br /> City Council designated approximately $153, 650 towards playground <br /> equipment for our neighborhood parks . This amount will not be <br /> official until the end of May when the audit is completed. <br /> The Park Staff will be able to install three additional <br /> playground structures this year. Rick suggested the Park Board <br /> identify which three neighborhood parks will receive new <br /> playground equipment in 1998 . <br /> Rick stated that he anticipated requesting neighborhood <br /> volunteers <br /> be used to help install the new equipment. This cost-saving <br /> measure has been very successful in the past. Having the <br /> equipment installed by the manufacturer would increase the cost <br /> by approximately 25 percent. <br /> Chair Lindy explained that this issue had been discussed in the <br /> past. It was the consensus of the Park Board that Shenandoah <br /> Park and Birch Park were their first priority. Parks also <br /> .-� identified as needing equipment were Lino Park, Arena Acres, <br /> Marshan, Rice Lake, and Country Lake. <br /> 4 <br />
