City of Lino Lakes <br /> Park Board Meeting <br /> April 6, 1998 <br /> may need to be looked at again and revised. George said that the <br /> plan was put together 6-8 years ago and yes, possibly that did <br /> need to be revisited. <br /> George stated a concern was getting segmented parks, explaining <br /> that several small parks were not as functional as a large park. <br /> He explained that his main concern was that removing those seven <br /> lots would severely impact the size and accessibility of the <br /> park. <br /> Pat again confirmed that the financial amount was not <br /> significant and he was mainly concerned with the land and open <br /> space . He continued stating that it was possible that they could <br /> look at this at another time and entertain other ideas . <br /> Mr. Johnson thanked the Board for their time and comments, <br /> stating that he did not receive what he was looking for but it <br /> did move the discussions one step further. <br /> REQUEST TO RENAME MARSHAN PARK: <br /> George explained that this issue had been looked at previously <br /> and Mr. Roger Hokanson, 9174 Isanti Street N.E. , Blaine, wished <br /> to rename Marshan Park. Rick explained that Mr. Hokanson is <br /> �� requesting that Marshan Park be renamed in memory of his grandson <br /> who died of leukemia. <br /> Rick stated that Mr. Hokanson is technically correct that he <br /> donated a three acre parcel of land. However, it appears that <br /> Mr. Hokanson would have been required to donate up to 10-14 <br /> percent of the land based on the City' s Subdivision Ordinance . <br /> At the time, even though the existing ordinance did not <br /> specifically address condominiums, it appears had Mr. Hokanson <br /> not "voluntarily" donated the land, the matter would have been <br /> addressed in court. <br /> Rick then explained that when the site plan review was presented <br /> to Council, the Lino Lakes Subdivision Ordinance did not <br /> specifically address condominium subdivisions . The matter was <br /> discussed with the applicant, the applicant' s attorney, City <br /> Staff, and the City Attorney. It was determined that if all the <br /> requirements and design guidelines of the City' s Zoning Ordinance <br /> could be met, this was the simplest and easiest way to respond to <br /> the developer' s request for a site plan approval . <br /> Rick noted that the Park Naming Resolution that was reviewed and <br /> approved at the March Park Board meeting would be forwarded to <br /> Council at the April 13th meeting. <br /> 9 <br />
