City of Lino Lakes <br /> Park Board Meeting <br /> April 6, 1998 <br /> George indicated he was not familiar with the location in which <br /> Mr. Johnson verified the location by displaying a map. Mr. <br /> Johnson then introduced himself and explained that he was the <br /> Consulting Engineer for Mr. Uhde and he was here to get some <br /> direction from the Board on how to proceed with their <br /> development . He noted that Mr. Uhde did want to be present but <br /> had a prior family commitment. Mr. Johnson and Mr. Uhde felt <br /> they could no longer wait to get the dialog going so they could <br /> proceed in a timely fashion. Mr. Johnson then went over the area <br /> that is defined as wetland and that they are in the process of <br /> commencing a very broad wide area of wetland delineation <br /> evaluation because there is the perception that some of these <br /> areas have been drained. They plan to restore any wetland that <br /> has been drained. He then noted that there is a pipeline that <br /> runs across the property which puts a constraint on development, <br /> limiting crossings and activity across the pipeline. Mr. Johnson <br /> continued saying that they have started grading three cul-de-sacs <br /> which are part of the 4th Addition. <br /> Paul then asked if it is possible to drive back there yet and Mr. <br /> Johnson indicated yes, where they are doing the grading but there <br /> is not yet a road. The road will go in on the east edge when the <br /> grading is completed. Paul then asked about a road on the north <br /> side which Mr. Johnson indicated would be completed in the 5th <br /> Addition of the project hopefully before Fall . He then stated <br /> that the wetland evaluation and the pipeline study was taking <br /> quite a bit of time and that they do hope to have homes in by <br /> late Fall . Because of the market conditions sales are vigorous <br /> and they want to move forward quickly. Mr. Johnson then stated <br /> that because of the development occurring, there are several <br /> questions that need to be answered. Number one, what should be <br /> done with this park, including the need to link it to the trail <br /> systems that are being built in the area, which they have covered <br /> in their plan. Secondly, residents have been asking what is <br /> going to happen to the park. And lastly, because development is <br /> imminent on the streets abutting the property they need to look <br /> at the dollars and cents of the issue. Because of these issues, <br /> Mr. Johnson and Mr. Uhde have had meetings with Rick and the <br /> reason he is here tonight is to discuss the plans, help the <br /> Board understand the issues involved, and come up with a game <br /> plan on how to implement the project. Mr. Johnson then <br /> summarized the three options for the Park Plan, stating that in <br /> his opinion if the Board is looking for some additional revenue <br /> there was really only one option, the third option not making <br /> much sense because of the risk factor. Mr. Johnson then <br /> explained that the reason the letter was written was strictly to <br /> open up a discussion and he would like to leave the meeting with <br />^l a sense of which direction the Park Board would like to go . <br /> 3 <br />
