City of Lino Lakes <br /> Park Board Meeting <br /> April 6, 1998 <br /> Rick stated that he felt unless there was a sound financial <br /> reason based on these scenarios, and this scenario only being <br /> $21, 000, the amount was not adequate enough to warrant selling <br /> the land. <br /> Mr. Johnson said that like all developers they would like to see <br /> the park plan developed now before the lots are sold, but the <br /> City prefers to develop the park plan after the neighbors are <br /> there so they can participate in the planning process . However, <br /> there are things that they can help the City do now to make it <br /> look more like a park such as getting turf established, which <br /> they would like to get done now. <br /> Mr. Johnson continued stating that if the Board would like to <br /> sell the property, to make the deal more attractive, Mr. Uhde <br /> could help them with their park plan including dirt opportunities <br /> and relocation of a sediment pond. He indicated that in his last <br /> conversation with Rick, he said he would rather not have a <br /> sediment pond in the park area. Mr. Johnson explained that the <br /> Watershed would, in regard to the drainage system, prefer the two <br /> ponds become combined, which they are proposing they do between <br /> the east and west side of the road. If combined, they would <br /> prefer it be on the east side of the road because that is where <br /> the downstream point is in the system. He continued stating that <br /> they have prepared a Concept Grading Plan to accomplish that <br /> requirement. <br /> Paul stated that although the Park Board is in need of some <br /> financial help, he would prefer to do nothing because the land is <br /> escalating in value. He continued stating that even though the <br /> land is raw and needs some work, $21, 000 is not a significant <br /> amount of money. He does not want to sacrifice this land for <br /> that amount of money which is not even enough to purchase one <br /> piece of playground equipment. Paul suggested that at this time <br /> they hold on to the land and look into it further at another <br /> time. <br /> Pat asked if there was some idea about how the trail system would <br /> connect into the area from the new additions and even the older <br /> development, trying to get an idea of how people would get in and <br /> out of the area and if the lots would be effective for traffic <br /> management. Mr. Johnson reviewed the map showing a trail linkage <br /> that was required in the 1st and 2nd Additions . They do expect <br /> more opportunity for trail development and that process is in the <br /> works . They have not done any detailed concept but do have a <br /> concept plan they have been using for illustration purposes to <br /> help the discussion as it relates to the comprehensive planning <br /> process . He indicated they have also been meeting with the <br /> �• Planning Commission and Comprehensive Plan Task Force to discuss <br /> 5 <br />
