City of Lino Lakes <br /> Park Board Meeting <br /> April 6, 1998 <br /> the inclusion of Jay and Sue Moliter' s property in the overall <br /> master plan. <br /> George explained that in their initial negotiations with Mr. Uhde <br /> it was agreed upon that there would be a trail connection between <br /> the 1st and 2nd Additions . At that time there was a wetland <br /> issue that Mr. Uhde has worked out with the Army Corp. Mr. <br /> Johnson stated that is what will happen as part of that 4th <br /> Addition, the trail will be connected between the two cul-de- <br /> sacs . The trail will be graded and be part of the edge of a pond <br /> that will be in the central portion of the Behm' s Farm, running <br /> along the north edge . It will have some very pleasant <br /> environmental issues relating to it. <br /> Pat indicated that the streets are being used as a trail system <br /> and that strip of houses will essentially separate that trail <br /> from the park. If they have the opportunity to use the street as <br /> a buffer to the park, it would allow for many more development <br /> options within the park than when they are up against the back of <br /> the houses . Therefore, there was a large downside to that strip <br /> of houses at this point in time, excluding the financial <br /> implications . <br /> Mr. Johnson was concerned that the park has almost 1/4 mile of <br /> frontage on public rights-of-way which is very uncommon. They <br /> were looking at some way to reduce that frontage so that the <br /> burden on the City for their half of the street improvements <br /> would be reduced through the sale of that property. He continued <br /> stating that if the access to the park needs something in the <br /> southeast corner he believes they could do that. There is <br /> another wetland but that could be negotiated with no major <br /> problems . They felt that they could get eight lots from this <br /> property, but believed seven to be optimum. However, they would <br /> consider six as an option, to allow for more access . Mr. Johnson <br /> then reminded the Board that this is the least expensive time for <br /> them to develop the lots because it would be done in conjunction <br /> with the 4th or 5th Addition which will be this year. Next year, <br /> it will cost more because it would be a separate project from <br /> what they are doing. <br /> George asked for clarification on the figure of $184, 144 .27, <br /> questioning if that figure is what it would cost the City to keep <br /> the land. Mr. Johnson responded by saying that the 8 . 6 acres <br /> does, in fact, have costs attached to the improvements which were <br /> developed by the City' s Consultant. <br /> Paul stated that he disagreed with that, explaining his <br /> understanding that the way the Charter works they could not <br /> -"� charge the City for this deal if they did not agree to it .
