City of Lino Lakes <br /> Park Board Meeting <br /> April 6, 1998 <br /> though it is City property, it would be treated like private land <br /> owners unless, possibly, there was a development agreement. Mr. <br /> Johnson said that he understood the Charter does not apply to the <br /> City. <br /> Mr. Johnson explained that the Charter does not apply because the <br /> City would benefit from the public improvements, and the Charter <br /> is very specific. He explained that the figures were taken from <br /> work that was done by the City' s Consultants relating to the <br /> improvements of Laurie and Thomas Avenues . Mr. Johnson then <br /> mentioned the second option, stating that a portion of the costs <br /> would not have to be paid if the land is conveyed to someone <br /> because that person would then pay the charges based on the unit. <br /> Therefore, the Park would have one unit reducing the cost by <br /> $71, 000 because the lots would pick up the extra cost. <br /> George verified that the City is paying for the fees as the paved <br /> streets and drainage, etc. , go past the frontage. Mr. Johnson <br /> indicated that was how he understood it according to the <br /> Feasibility Study. <br /> Sharon stated she did not remember this ever applying to other <br /> parks . Paul agreed and said that they needed more research on <br /> this issue . <br /> Rick explained that he spoke to Dave Ahrens and, when he had <br /> originally done the project study, he was under the assumption <br /> that it would remain park land. In Dave' s opinion, these figures <br /> are not a significant concern and should not be a factor in <br /> deciding whether or not to sell . <br /> Paul Montain made a motion to not consider selling any portion of <br /> Behm' s Century Farm Park, seconded by Sharon Lane. The motion <br /> was approved unanimously. <br /> George stated that when this issue was initially proposed to <br /> them, it included the possibility of obtaining land to the west <br /> of this so there would be no net loss in land. At this point, <br /> that does not seem to be one of the options . Mr. Johnson <br /> responded by saying that he was unsure of the City policy on <br /> sewer installations and wondered if they would put in the stubs <br /> now or wait and have to tear up the street later. George stated <br /> that those were questions that did need to be answered as well as <br /> the financial implications to the City if they were to sell or <br /> not sell the property. <br /> Rick stated that he was unsure of what more information was <br /> n needed. He summarized the benefits of selling the land. Sharon <br /> questioned what, if any, would the City' s assessments be. <br /> 7 <br />
