CITY OF
Ll N KE
February 24, 1998
TO: Rick DeGardner
FROM: Mike Hoffman
SUBJECT: Shenandoah Park Playground - Safety Concerns
This memo is to inform you of the safety concerns I have with
regards to the existing play structure at Shenandoah Park.
The playground was installed in 1981 and fails many of the
current safety standards adopted by the American Society for
Testing and Materials and the U.S . Consumer Product Safety
Commission.
The following is a list of my concerns :
Resilient Surfacing Material
Existing sand is compacted and not of adequate depth throughout
playground with weed growth encroaching light traffic areas .
Border
Existing RR ties are decaying and constitute a trip and splinter
hazard. Also, border is too close to a number of play
components encroaching upon the minimum use/fall zone
requirements .
Main Playstructure and Attached Events :
Diagonal Ladder
Inadequate use/fall zone (3' from border) (6' min. required) .
Redwood Posts
Splintered.
Metal Decks
Heat retention, a child burned her hands on a similar deck at
Sunrise Park last year. We have painted the decks white to
reflect heat. There is an entrapment danger where decks attach.
Barrier Wall on 5' Deck
Does not meet current standards, less than 38" in height, slat
spacing exceeds 3 ", constituting an entrapment danger.
PARK, RECREATION, FORESTRY, & RECYCLING DEPARTMENTS
7204 Lake Drive • Lino Lakes, Minnesota • 55014
Phone: 617-780-1885 • Fax: 612-784-7227
