City of Lino Lakes <br /> Park Board Meeting <br /> January 5, 1998 <br /> Paul requested clarification of the $15, 000 trail development <br /> figure. George explained that over the past three years the Park <br /> Board has first designated $15, 000 from its Fund toward trail <br /> development, and the City has matched that amount . Paul <br /> suggested that perhaps that figure should be increased, or a <br /> separate amount designated specifically for trail improvement. <br /> Rick stated that $30, 000 is earmarked for trails for 1998, and <br /> that perhaps a certain percentage of that figure should be <br /> designated for maintenance of existing trails . George agreed, <br /> indicating that there is a necessity to maintain existing trails <br /> rather than focus funding on new trails . Paul suggested that a <br /> system for determining maintenance need based upon trail <br /> condition be developed. George asked Rick to investigate <br /> projected costs for seal coating of trails . Rick also mentioned <br /> other maintenance needs, such as culvert repair, that he would <br /> like to see addressed along with seal coating. <br /> George concluded that trail maintenance be included in an overall <br /> recommendation to Council . Pam suggested that the amount be <br /> raised to $20, 000, and the Board agreed. In addition, George <br /> suggested that seal coating be named as a separate request, in <br /> the amount of $10, 000 . George explained that he will prepare a <br /> list of requests for Council which will include individual <br /> funding amounts and philosophical summaries, and specify matching <br /> general fund amounts . <br /> With respect to other goals, Sharon asked about those items <br /> listed above that presently have no designated funding. Joe <br /> asked specifically about Country Lakes Park, expressing concern <br /> that only $259 are dedicated to that park. George suggested that <br /> the master plan should be revisited to determine what elements <br /> were recommended, and pursue those additional amenities that are <br /> most appropriate. <br /> With respect to Marshan Park, George pointed out that land was <br /> accepted in lieu of dedication funds, so any further improvements <br /> would have to come from available non-designated dedicated funds <br /> based upon the master plan. <br /> George pointed out that Quail Ridge is another project which has <br /> no designated park dedication funding for 1998, as land was <br /> accepted in lieu of money. He added that Rick is in the process <br /> of scheduling neighborhood meetings as a beginning to the master <br /> plan process . Similarly to Marshan Park, the Board will have to <br /> determine whether or not funds are available and appropriate to <br /> go forward with additional development. <br /> Paul mentioned Pheasant Hills, pointing out that this project is <br /> almost entirely developed, and reminded the group of the <br /> possibility of using some adjacent school property as a temporary <br /> 9 <br />
