City of Lino Lakes
Park Board Meeting
January 5, 1998
proposed easement exhibit with the City arranging for adequate
screening between the trail and adjacent home sites . Sharon Lane
seconded the motion and it passed unanimously.
Goal Setting Discussion:
George expressed his general thought that the Board should
continue with its numerous existing projects, including the trail
plan at least to the extent of the $15, 000 contribution from
dedicated funds matched by general funds . However, with respect
to some other areas, perhaps citizen input would be appropriate .
He asked for confirmation on available dedicated funds .
Rick indicated that currently the Park has $327, 000 in the Park
Dedication Fund. He presented the following breakdown of current
projects :
Trappers/Birch Park Trail $ 15, 000
Behms Century Farm improvements 23, 000
Pheasant Hills improvements 46, 000
ECFE Joint Project (no funding)
Shenandoah playground replacement (no funding)
Rice Lake Estates development 46, 000*
Country Lakes Park re-master plan (no funding)
Marshan Park master plan (no funding)
Country Lakes Park, additional amenities (no funding)
Continued trail development 15, 000
Wenzel Farm bridge 10, 500
Total $155, 000
*Sale of 2 lots ($30, 000) not included in this figure)
George pointed out that of the total $327, 000 fund, $204, 880 . 01
is currently designated to specific projects leaving a balance of
approximately $123, 000 . Rick indicated that he would continue to
evaluate this fund and verify figures .
Joe asked if Council is aware of these figures . George explained
that a presentation will be made to the new Council so that it
will be better aware of available funds .
Joe then asked about the possibility of funding some of the items
not approved for general budget, such as the Shenandoah
playground structure and trail development. George explained
that "dedicated funds" are not intended for updating equipment,
and Rick agreed that the "Fund" is designed for land acquisition
and improvement . George suggested that the Park Board' s role
might be to instill a sense of urgency in Council with regard to
such general budget issues as replacement of playground
equipment.
8
